New steps in Building Advanced New Rural Areas

With the motto "Building new rural areas has a beginning but no end", the entire political system of Soc Son district and the communes in the district have joined in directing localities and units to build advanced new rural areas, models resolutely, systematically and synchronously.

Implementing Plan No. 15-KH/BCĐ dated July 29, 2024 of the Steering Committee for Program No. 04 of the 17th City Party Committee on summarizing the implementation of Program No. 04-CTr/TU dated March 17, 2021 of the Hanoi Party Committee; Plan No. 117-KH/BCĐ dated August 22, 2024 of the Steering Committee for Program No. 02-CTr/TU of the district on summarizing the implementation of Program No. 04CTr/TU of the Hanoi Party Committee; Program 02 of Soc Son District Party Committee on "Promoting the effective implementation of the National Target Program on new rural construction associated with restructuring the agricultural sector and developing the rural economy, improving the material and spiritual life of farmers in the period of 2021-2025" in Soc Son district. The entire political system of the Soc Son District People's Committee has implemented the construction of advanced, exemplary new rural areas in a drastic, methodical, and synchronous manner.

Methodical and synchronous

According to the Department of Agricultural Economics of Soc Son district, up to now, Soc Son district has had 11 communes meeting the advanced new rural standards and 9 communes meeting the model standards. Of which, 6 communes of Mai Dinh, Phu Minh, Phu Cuong, Quang Tien, Trung Gia and Xuan Giang were inspected by the Hanoi City New Rural Appraisal Team and evaluated the results of building model new rural areas. All 6 communes have met the advanced new rural standards according to the Criteria for the period 2021 - 2025, have no outstanding debts in basic construction, meet security and order standards, have a smart village model, ensure the income criteria of a model new rural commune and the results of collecting opinions on people's satisfaction under the instructions of the Central Committee of the Vietnam Fatherland Front.

When considering the self-selection criteria, the members of the Delegation highly appreciated all 6 communes for their implementation results and 100% of the members of the Hanoi City New Rural Appraisal Delegation agreed that the 6 communes were qualified to submit to the Hanoi City People's Committee for consideration and recognition of meeting the standards of a model new rural area in one or more areas: Health, culture, education and training, production.

In Phu Cuong commune, to achieve the criteria in building a model new rural area, in recent years, the commune has built self-managed roads, flower roads, green trees, and mural roads. At the same time, proactively numbering, and attaching house numbers and public signs have been deployed to the entire population. Up to now, the commune has had 3,500 house numbers, hundreds of roads, alleys, and lanes with nameplates.

Similarly, in Phu Minh commune, thanks to the construction of a new rural area, the appearance of the countryside has also changed significantly. People in villages and hamlets have proactively socialized resources to build village gates with an amount of more than 4 billion VND. In addition, villages have installed free wifi at cultural houses and public areas to serve people. Quang Tien commune, in the period of 2021-2025, the commune has spent hundreds of billions of VND to implement new rural construction. Up to now, 100% of main axes and inter-village roads have been hardened, concreted, paved and have lighting; average income per capita has reached more than 76 million VND/year; there are no poor households in the commune; the new rural appearance of the commune is increasingly spacious and modern, creating conditions for the comprehensive development of the locality. Regarding the criteria for building a self-selected model new rural area, Quang Tien commune has excellently met the standards in 3 areas: Health, culture, production. The Hanoi City New Rural Appraisal Team has conducted a field survey and evaluated the implementation results of Quang Tien commune. The delegation highly appreciated and submitted to the Hanoi City Council for appraisal and recognition of Quang Tien commune as meeting the model new rural standards...

 According to Mr. Pham Van Minh, Deputy Secretary of the District Party Committee and chairman of the People's Committee of Soc Son district, "Over the past 10 years, Soc Son district has made great strides in building new rural areas. Starting from having no new rural communes, by 2020, Soc Son was recognized by the Prime Minister as a district meeting new rural standards. As of September 2024, the whole district had 11 communes reaching the advanced new rural standard, 9 communes reaching the model new rural standard. The district strives to reach the new rural target one year ahead of the Resolution of the 12th Party Congress of Soc Son district for the term 2020 - 2025 by the end of 2024".

Bring the district to the Advanced New Rural Finish Line

According to Vice Chairman of the People's Committee of Soc Son District Do Minh Tuan, the results achieved, accumulated to date, Soc Son has 11 communes meeting the Advanced New Rural Finish Line standards, of which 9 have achieved the model, exceeding the target set by the Resolution of the District Party Congress for the entire period of 2021 - 2025. The locality always identifies that building a New Rural Finish Line is a journey with a starting point but no ending point, tomorrow it will become a district, today it still has to build a New Rural Finish Line. Therefore, in the coming time, it will direct the communes to continue to complete the criteria, and strive to complete the comprehensive Model New Rural Finish Line. This will be an important premise for Soc Son district to move closer to the goal of an Advanced New Rural Finish Line in 2024, the People's Committee of the district will direct specialized departments to review the criteria of an Advanced New Rural Finish Line; step by step perfecting and improving the criteria to strive to make the district qualified to complete the dossier to submit to the competent authority for consideration by 2025...", Vice Chairman of the People's Committee of Soc Son district Do Minh Tuan emphasized.

Mr. Ngo Van Ngon, Deputy Chief of Office in charge of the Office of the Coordination of the Hanoi New Rural Development Program, assessed that Soc Son district has implemented the construction of advanced, exemplary new rural areas in a drastic, methodical, and synchronous manner, achieving clear results. In particular, the communes that were just recognized as advanced new rural areas at the end of 2023 and after only 5 to 6 months have continued to meet the conditions to be recognized as meeting the standards of model new rural areas. To achieve this result, in addition to the leadership and direction of the district and commune, there is also the great participation and joint efforts of the people.

In the coming time, Soc Son district will continue to urge and inspect the implementation of the Program in conjunction with reviewing and removing difficulties and obstacles in implementing the New Rural Development Program. Mobilize and integrate investment resources for essential infrastructure according to the criteria of advanced and model new rural areas in the direction of urban development to maintain and gradually improve the criteria of transportation, irrigation, rural electricity, clean water, schools, medical stations, cultural houses, sports areas, etc. to create a breakthrough in the appearance of the countryside, maximize the works and services serving production and people's lives, serve the task of socio-economic development and increase direct enjoyment for rural residents. Continue to mobilize social resources, and contributions from people and businesses to implement and complete the criteria of advanced and model new rural areas.
