Gia Lam has completed 100% of the communes meeting the standards of an advanced new rural area, with 5 communes meeting the standards of a model new rural area, including Co Bi, Phu Dong, Duong Xa, Bat Trang, and Ninh Hiep. The district is focusing on completing the unmet criteria for the 3 communes of Yen Thuong, Van Duc, and Da Ton in 2024. At the same time, the preparation of the dossier for recognition of an advanced new rural district and the dossier of the Project to establish a district is being accelerated

The countryside flourishes

Immediately after being recognized as meeting the advanced NTM standards in 2022, Ninh Hiep commune, Gia Lam district continued to focus on directing and organizing the implementation of the work of maintaining and improving the achieved criteria; implementing the criteria for building a model NTM. Ninh Hiep commune leaders said that the commune has done a good job of mobilizing all resources to implement 19 criteria for building an advanced NTM commune, especially focusing on doing well the model NTM criterion of income, having 1 "Smart Village" and 2 self-selected criteria of security, order, and culture. From 2010 to 2021, the commune has mobilized over 454 billion VND to build a new rural area, advanced NTM, and model NTM. The Party Committee, government,t and people of Ninh Hiep have promoted local traditions, been proactive and creative in economic development, effectively promoted local economic strengths, and contributed to increasing people's income...

In Bat Trang commune, the construction of an advanced new rural area was completed in 2020 and the construction of a model new rural area was completed in 2023 with 2 optional areas: security and order and tourism. Coming to Bat Trang today, 100% of alleys have electric lighting systems; all schools meet national standards; the commune meets national standards in health care. The commune has 5 cultural activities serving the community and 5/5 villages have achieved the title of "Cultural Village".

According to the Chairman of Bat Trang Commune People's Committee Pham Huy Khoi, in the field of tourism, Bat Trang has been recognized as a tourist destination of the city, attracting a large number of domestic and international tourists.

In Van Duc commune, there are no poor households left, only 9 near-poor households; The average income of the whole commune is 79.52 million VND/person/year; 100% of households in the commune regularly and safely use the national power source to ensure electricity needs for daily life and production; The commune health station meets national health standards; the value of revenue from cultivation is estimated at 650 million VND/ha, many areas have an income of more than 1 billion VND/ha. The commune has 17 OCOP products rated 4 stars and 5 products with 3-star standards still valid, 37 products meeting VietGAP standards including various types of vegetables, squash, gourd, long eggplant, cucumber, green squash, pumpkin... Products with OCOP certification or meeting VIETGAP standards all have QR codes on the product to trace the origin... Van Duc commune assessed the total score for building a model new rural area to reach 96.5 points.

 According to the Head of the Economic Department of Gia Lam District, Nguyen Tien Hoang: The district will complete the dossier to submit to the City's New Rural Area Appraisal Council for appraisal, evaluation, and recognition of Van Duc, Da Ton, and Yen Thuong communes meeting the model New Rural Area standards in 2024, contributing to increasing the total number of communes meeting the model New Rural Area standards of Gia Lam district to 8 communes. The results achieved in building advanced and model new rural areas have brought many changes to the villages in Gia Lam district, helping to improve the material and spiritual life of the people day by day.

Mobilizing large resources

According to the Vice Chairman of Gia Lam District People's Committee Truong Van Hoc, implementing the Resolution of the 22nd Gia Lam District Party Congress and the directions of the City Party Committee and the City People's Committee, Gia Lam District Party Committee has issued programs and resolutions, including directing the development and implementation of plans on building advanced and model new rural areas and investing in and building Gia Lam district into a district in the period of 2021-2025; assigning detailed tasks and specific progress to departments, offices, units, communes, towns and members to implement and ensure progress, quality and efficiency. The district also proactively coordinates with the city's departments and branches to review and evaluate the criteria for building advanced and model new rural areas; standards for establishing districts and wards, proposing tasks, solutions, and recommendations to the city to remove difficulties and obstacles in the implementation process.

In addition, the district has mobilized quite large resources for the new rural construction program. The total capital mobilized for new rural construction in Gia Lam district from 2010 to 2023 is more than 8,730 billion VND, of which the period 2019-2023 is more than 4,624 billion VND. During the implementation process, many localities have had effective methods, mobilizing large resources for new rural construction. In addition to the budget capital, the whole district has over 600 households participating in donating more than 61,000m2 of residential land and agricultural land, concentrated in the communes of Le Chi, Kim Son, Dinh Xuyen, Dang Xa... and contributing nearly 400 billion VND, more than 18,338 working days to build cultural houses, cemeteries, traffic, canals... Thanks to that, up to now, Gia Lam district has met all the criteria and has been submitted by the City People's Committee to the Ministry of Agriculture and Rural Development for consideration and recognition of the district as meeting advanced new rural standards in 2023.

According to Ngo Van Ngon, Deputy Chief of Office, Office of Coordination of the Hanoi New Rural Development Program, since the implementation, the City has always determined that building new rural areas is a journey that has a beginning but no end. Tomorrow, it will become a district, but today it is still necessary to build new rural areas. In the coming time, in parallel with the implementation of construction to strive to develop communes into wards according to the general orientation of the City, Gia Lam district needs to continue to mobilize people's participation to improve the new rural criteria, in which, pay attention, review, and mobilize investment resources for communes in the plan to reach the advanced and model new rural area in the period of 2021 - 2025.
