With a first-quarter 2025 growth rate of 10.54%, ranking 9th nationwide, Ha Nam is emerging as a bright spot in economic development. Strong recovery and surpassing targets in finance, investment, and trade highlight the province’s solid foundation for achieving its 2025 breakthrough goals.

Specifically, the province’s budget revenue reached nearly VND7,800 billion, equal to 24% over the same period in 2024, 37% of the centrally budgeted estimate and 26% of the locally budgeted estimate. Development investment funds totaled VND10,968.7 billion, up 15% over the same period and equal to 22.85% of the annual plan. New jobs were created for 7,325 people, up 11.2% year on year and equal to 29.3% of the full-year plan. 3,860 new jobs were for female workers.
The province also attached much importance to investment attraction. In the first quarter of 2025, Ha Nam licensed 32 projects (up 88% year on year) and allowed 15 existing projects (up 67%) to revise their registered investment fund, totaling US$626.4 million (up 897%) and VND6,627.4 billion (up 205%). The trade and service sectors basically met consumer needs. Total retail revenue of consumer goods and services was estimated at VND16,125 billion, up 23.5% from the same period of 2024 and equal to 25.6% of the annual plan. Merchandise export value grossed US$2.7 billion, up 31.52% year on year and equal to 23.34% of the yearly target. Total import value was estimated at US$2.6 billion, up 39.7% year on year and equal to 25.2% of the annual plan.
Notably, tourism continued to produce positive results, with total tourist arrivals reaching 2.92 million (equal to 100.6% of the same period in 2024 and fulfilling 57.2% of the annual plan).
Mr. Truong Quoc Huy, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, said: To achieve the economic growth target of 10.5% in 2025 as stated in the governmental resolution, in the second quarter of 2025, Ha Nam will focus on implementing many tasks and solutions. In particular, the province will drastically, synchronously and effectively carry out resolutions and conclusions of the central government and prioritize time and resources to perfect institutions, mechanisms, policies and legal regulations to support this goal.
Regarding legal education and dissemination, an official from the Ha Nam Department of Justice emphasized that it would continue to support and provide legal support for people and businesses and keep operations uninterrupted in the course of implementing the mandatory apparatus arrangement.
Ha Nam will unleash and effectively use public investment resources and see public investment as a catalyst for activating and attracting all social resources. The province said it will continue to drastically improve the investment and business environment, promote private investment, attract foreign direct investment (FDI) funds and develop processing and manufacturing sectors. In addition to attracting more universities to invest in Nam Cao University Complex to focus on developing high-quality human resources for the country and the province, Ha Nam will support universities in investment and construction to successfully implement Resolution 57 of the Politburo and complete training facilities for high-quality human resources.
With respect to its tasks in the second quarter of 2025, Truong Quoc Huy requested the province to strive for equal or higher economic growth than that in the first quarter of 2025. To achieve this goal, localities will focus on clearing project sites to hand over land to investors, increase budget revenue from land, expecting to collect VND12,000 billion of land fees by June 31, to disburse public investment capital and repay public investment debt. The Ha Nam Provincial People's Committee, based on orientations and guidance of the Provincial Party Committee and the central government, will work out a project to remove district-level administration and rearrange and merge commune-level administrative units prior to June 30. The Ha Nam Provincial Steering Committee for Administrative Unit Rearrangement emphasizes that the rearrangement must ensure the principle of reducing administrative units by 70-75%.
