Ha Nam province has actively promoted law dissemination and education efforts in the past time. Besides traditional methods, the province has introduced innovative approaches, with a particular emphasis on applying information technology. This focus on digital tools has improved operational efficiency, reduced costs, and significantly enhanced legal awareness and compliance among local organizations and residents.

The Prime Minister recently promulgated Decision 766/QD-TTg to ratify the “Digital transformation in law dissemination and education in 2025-2030” project, aiming to comprehensively and fundamentally reform the management and methodology of law dissemination and education for people and businesses through prioritizing digital application combined with appropriate traditional methods. The project is divided into two phases, with specific goals for each phase. In the first phase (from 2025 to 2027), the project will refine institutions and policies to promote digital transformation for law dissemination and education to ensure consistency, efficiency and feasibility, with a focus on researching and developing the draft amended Law on Dissemination and Education of Law.
The project will upgrade and complete the National Electronic Information Portal on law dissemination and education to provide relevant information for people and businesses; build a shared digital database of law dissemination and education; connect, share and synchronize data with law dissemination and education websites/portals of central and local agencies; and develop and implement digital applications to support law dissemination, education and legal assistance for businesses.
In the second phase (from 2028 to 2030), the project will further complete upgrading the National Electronic Information Portal on law dissemination and education to ensure the central role of providing information and law dissemination and education for people and businesses. The shared digital data warehouse of law dissemination and education will be built, standardized, regularly updated and integrated with the National Electronic Information Portal on law dissemination and education to ensure convenient access, security and effective usage for people, businesses and authorities.
The project aims to allow at least 90% of urban residents and 70% of rural residents to access legal information via digital platforms. It will ensure all public employees, armed forces personnel, legal reporters and propagandists are trained in digital law dissemination skills, with at least 90% of training delivered online. Public and business satisfaction with these digital tools is expected to reach 90%.

According to a report by the Ha Nam City Department of Justice in 2024, district-level agencies organized 634 law dissemination and education sessions for more than 1,340,318 participants. They increasingly diversified law dissemination and education forms suitable for each subject (e.g. propaganda through conferences, legal competitions, leaflets and legal brochures); fostered information technology applications in law dissemination and education; launched question-answer programs and columns on mass media; and promoted law dissemination and education via social networks and local radio systems. The Ha Nam Department of Justice said that law dissemination and education will continue to closely follow central and provincial programs, plans and projects. It will continue to adopt solutions and models in line with general social trends, with a focus on information technology application to law dissemination and education to ensure the provision of quick and accurate legal information to people and businesses.
