Identifying the advanced new rural development as a central, regular and ongoing political task, Thuong Tin district vigorously implemented many measures to earn the title “advanced new-style rural area” in 2024.

Thuong Tin has been awarded the title of “Advanced New-Style Rural District”
The Hanoi People’s Committee recently submitted an official proposal to the Ministry of Agriculture and Environment, requesting the appraisal and recognition of Thuong Tin as an advanced new rural district in 2024. This laudable result proved that the district has consistently implemented flexible, appropriate and creative solutions in recent years.
In 2020, the Party Committee, government, and people of Thuong Tin proudly received the Certificate of a “new-style rural district.” Since then, the district has continuously consolidated and enhanced criteria in certified new rural communes.
To date, all 28 communes in Thuong Tin district have completed new rural development standards. Among them, 17 communes have been recognized as advanced new rural areas, accounting for 60.7% of all certified communes.
Nguyen Xuan Minh, Chairman of the Thuong Tin People’s Committee, said: Thuong Tin town has been recognized as a civilized urban area and completed the criteria of an urban area inside a new rural area. Thuong Tin district fulfilled all nine “advanced new rural district” criteria as per Decision 320/QD-TTg of the Prime Minister. Notably, in carrying out the National Target Program on New Rural Development, the district has annually worked out specific plans and balanced funding sources and necessary conditions for implementation. As a result, the district has no outstanding debts in basic construction for new rural development.
Especially, Thuong Tin district has a very high degree of public satisfaction with new rural development. According to a survey conducted by the Vietnam Fatherland Front of Hanoi, the satisfaction rate among local residents was 99.92%, impressively showing that the people have truly benefited from the program’s outcomes.
Duyen Thai commune, already meeting advanced new rural standards, is striving to become a model rural area. Its biggest success lies in strong public awareness and support for local projects. Now a recognized craft village tourism destination with improved infrastructure, Duyen Thai blends trade and tourism. To accelerate progress, the District People’s Committee issued plans, assigned clear tasks, and held monthly reviews to resolve issues and keep key goals for 2024 on track, said Nguyen Xuan Minh, Chairman of Thuong Tin People’s Committee.
During the implementation process, based on annual performance reviews of each commune’s criteria for advanced/model rural area, the district selects qualified communes for higher status. A scientifically designed roadmap, divided by year and phase and aimed for completing plans, helps ensure that the district balances its budget and provides timely support to communes.
Further upholding its people’s achievements in rural transport development according to the specific mechanism for advanced new rural development in 2021-2024, Thuong Tin completed 457 projects with a total of over 53 km of rural roads constructed, with a combined investment fund of VND83.72 billion. Of this amount, the government funded over VND36.4 billion while local residents contributed roughly VND47.32 billion.
Nguyen Xuan Dai, Director of the Hanoi Department of Agriculture and Environment, said: The Hanoi Steering Committee for National Target Programs recently held a meeting to vote on the consideration and recognition of Thuong Tin as an advanced new rural district.
All 40 members of the committee unanimously agreed on the proposal to this effect. Currently, the Department of Agriculture and Environment is coordinating with relevant bodies to finalize documents and proofs to submit to competent authorities for official recognition.
The fact that Thuong Tin is qualified for being considered and recognized as an advanced new rural area is not only a targeted achievement but also the result of mindset transformation, livelihood improvement and sustainable development, he stated.
