Building a New Rural Model Associated with Digital Transformation

After achieving the new rural commune standards for the 2011-2015 period and the advanced new rural commune standards for the 2018-2022 period, Minh Khai commune (Hoai Duc district) continues to strive and complete the goal of achieving the new rural commune standards in four areas: Health, culture, environment, and digital transformation. In particular, the success of digital transformation has helped Minh Khai promote economic development, contributing to improving the quality of people's lives.

Chairman of Minh Khai Commune People's Committee Do Xuan Dang said: Determining that digital transformation will help people have equal access to services and technology applications to improve the quality of life, narrowing the gap between urban and rural areas, thereby promoting the development of digital government, digital economy and digital society, meeting the requirements in the current situation. Therefore, right after being recognized as an advanced NTM commune, Minh Khai was selected by the People's Committee of Hoai Duc district to complete the model NTM construction in 2024 with the outstanding criterion of digital transformation. With the great efforts and determination of the Party Committee, the government and the people, Minh Khai commune has actively mobilized all resources to promote digital transformation in the commune and achieved outstanding results.

On that basis, the commune has synchronously deployed tasks and solutions on digital transformation to organizations, sectors and villages in the commune; issued many directive and management documents, organized training courses to guide cadres from commune to village, built digital transformation models; established working groups to villages and households to propagate and guide the installation of digital transformation applications, create QR Codes, and personal digital signatures for citizens; invested in equipment to serve digital transformation such as: online meeting rooms from the commune to village cultural houses; equipping computers, scanners, televisions for officials, civil servants, and the department that receives documents and returns results; installing free internet, security cameras in public places, agencies, businesses, village cultural houses, etc.

 As a locality with a developed agricultural production and trading industry, recognized as a food processing village since 2001, the secondary profession in Minh Khai has created jobs for many workers inside and outside the locality, contributing to poverty reduction and increasing income for people. Chairman of Minh Khai Commune People's Committee Do Xuan Dang said: The economy in the commune has developed comprehensively, with annual growth reaching 8-10%. The economic structure has shifted in the right direction, increasing the proportion of industry - handicrafts and trade and services, reducing the proportion of agriculture. Along with the development of traditional craft villages, trade and services have developed in the direction of urbanization, forming a number of mini supermarkets to meet the needs of trade and exchange of goods to serve people's lives.

One of the self-selection criteria in building a new model rural area that Minh Khai commune focuses on is digital transformation. The commune has established a community Digital Technology page in 7 villages (Minh Hoa 1, 2, 3, 4, Minh Hiep 1, 2, 3), which has been actively responded to by the community in the villages, participating and exchanging in groups on issues: Socio-economics, feedback from people and businesses. Minh Khai has more than 500 companies, businesses, production and service households operating effectively. The commune has also developed more OCOP products from traditional goods, focusing on developing e-commerce for OCOP products and local products with strengths such as: dry vermicelli/pho, tapioca starch, tapioca vermicelli, dong vermicelli, spices of all kinds... Currently, Minh Khai has 24 products participating in the One Commune One Product Program and has been evaluated and classified by the city as achieving 3-star and 4-star OCOP. OCOP products, craft village products are promoted by subjects, production and business establishments on social networking platforms Zalo, Facebook, TikTok, Shopee sales channels, YouTube ..., with widespread global dissemination efficiency, low promotion costs, typically: Do Danh Chi production and business establishment produces dry vermicelli/pho; Kim Vuong handicraft establishment specializes in producing fine art wooden products; Minh Khue Food agricultural and food establishment specializes in producing tapioca starch.

A clear effect in implementing digital transformation in Minh Khai is that through the Community Digital Technology Team in the villages, people in the commune are propagated, guided, and installed useful applications on smartphones, related to the fields: Health, education, social policy, epidemic prevention and control; using online public services at level 3, level 4... Typically in the health sector, installing the VssID application helps people view information related to health insurance cards, medical examination and treatment books; the process of participating and receiving information on social insurance and unemployment insurance regimes; conducting transactions with functional agencies such as paying voluntary social insurance, submitting unemployment insurance applications.

Regarding administrative procedures at the commune level, 100% of the records are processed online in the network environment and resolved on time, ahead of schedule, so people and businesses are satisfied. Vice Chairman of Minh Khai Commune People's Committee Do Thi Quyen said: To support people in accessing and exploiting information on the internet and implementing smart communication, the commune installed 27 free wifi stations in public places such as the commune People's Committee headquarters, village cultural houses, medical stations, schools, communal house relic sites, temples, pagodas, etc. Minh Khai strives for all villages to become smart villages, people in the commune to have access to digital technology and benefit from the smart village model, contributing to further improving the quality of life of people in the commune. “Completing the four exemplary criteria in the fields of health, culture, digital transformation and environment are important contents that help the commune be recognized by the City People's Committee as meeting the model new rural standards in 2023.
