Building a Creative New Rural Area, Promoting People's Resources

With the perspective of a new rural area  where people are the masters and beneficiaries, localities in Gia Lam district have had creative ways to mobilize resources towards building advanced and model.

After 5 years of implementing the Advanced New Rural Area Construction Program, Gia Lam district has 20/20 communes meeting advanced New Rural Area standards. Of which, there are 7 model New Rural Area communes; the district has achieved 9/9 criteria, with 38 indicators of advanced New Rural Area districts, exceeding the targets set by the Resolution of the 22nd District Party Congress, term 2020 - 2025, 2 years in advance.

According to the Chairman of Gia Lam District People's Committee Dang Thi Huyen: right after the district completed the construction of the new rural area in 2018, with 20/20 communes meeting the new rural standards, the Party Committee, government and people of Gia Lam district continued to build advanced new rural areas, model new rural areas and determined this as a key political task, which needs to be implemented drastically in conjunction with the goal of building new rural areas and urban development criteria. With the attention of the leaders, the high determination of the entire political system in the district and the consensus and contribution of the people, the program of building advanced new rural areas of Gia Lam district has achieved many important results. The annual socio-economic indicators have all reached and exceeded the same period last year. The production value of the main economic sectors managed by the district increased by an average of 11.63%. People enjoy a more fulfilling life both materially and spiritually, the average income per capita by 2025 will reach 85.3 million VND/person/year (an increase of 30 million VND compared to 2019), there will be no poor households in the area. Mobilizing resources to ensure investment, the total source of the medium-term public investment plan for the period 2020 - 2025 of the district is 9,300 billion VND, with 477 projects to develop and upgrade the urban infrastructure system, the framework infrastructure system in the area. Up to now, the district has formed many models of crop and livestock restructuring, production linkage, application of science and technology to bring economic efficiency and high income to people, such as: hydroponic vegetable growing model, vegetable and fruit production model in greenhouse system, net house according to VietGAP standards... The model brings high economic efficiency on average from 350 - 400 million VND/ha, in some places up to 1 - 1.2 billion VND/ha.

Chairwoman of Gia Lam District People's Committee Dang Thi Huyen affirmed: agriculture, farmers, rural areas have an important position and role in the cause of industrialization and modernization in the locality. This is also an important basis and force for the district to promote socio-economic development, maintain security and political stability; is a premise, a solid foundation to help the district complete the goal of meeting advanced NTM standards and develop into a rich - civilized - modern - sustainable district.

On that basis, Gia Lam district has focused on developing the rural economy in the direction of urban economy associated with restructuring the agricultural sector, increasing added value and bringing high income to the people. The whole district promotes the development of the rural economy in agricultural areas according to planning and applying high technology in production to create quality products with high economic value. A typical example is the clean vegetable production model meeting VietGAP standards in Dang Xa commune. Currently, the whole commune has 109.7 hectares of vegetable production certified for food safety, of which 42 hectares are produced according to VietGAP standards - Chairman of Dang Xa Commune People's Committee Nguyen Thi Nam shared. Up to now, Dang Xa has 7 vegetable products certified as OCOP products (One Commune One Product Program), of which 4 products have achieved 4 stars (cabbage, kohlrabi, green mustard, mustard greens) and 3 products have achieved 3 stars (cauliflower, Chinese cabbage, water spinach). The production value in Dang Xa's vegetable growing area reaches 700 - 800 million VND/ha, contributing to improving people's quality of life and the new rural criteria.

Like Phu Dong commune, people in the commune have focused on growing flowers and ornamental plants, mainly bougainvillea on a total area of ​​139.23 hectares in Phu Dong 1, Phu Dong 2, Phu Dong 3 villages, helping to raise the average income of the whole commune to 74 million VND/person/year. In addition, the model of growing safe vegetables using hydroponics on a total area of ​​9,546.5m2 in Thuy Pagoda, Da Ton commune brings in an income of more than 1 billion VND/year. Up to now, Gia Lam's rural economy has made great strides: the structure of crops and livestock has changed in a positive direction, reducing the rice area to about 1,000 hectares, increasing the area of ​​​​flowers, ornamental plants, fruit trees; the area of ​​​​vegetables and fruits produced according to VietGAP standards is 420.73 hectares; The area of ​​safe agricultural production is maintained at 1,693.5 hectares...

In this process, the district always attaches importance to economic development in parallel with environmental protection, preserving cultural identity and building a synchronous and modern socio-economic infrastructure. Gia Lam also promotes propaganda work so that people understand the meaning of the new rural construction program, thereby arousing consensus and voluntary participation of each individual. In particular, all stages of implementation are public and democratic, helping people understand and discuss, reach consensus, and contribute to the construction process.

The close leadership and direction of authorities at all levels, especially the role of the head in correctly identifying key tasks and breakthroughs, are also decisive factors in this process. The smooth management and coordination between levels and sectors also create a combined strength, contributing to overcoming obstacles and difficulties. With the achieved results, Gia Lam has built a solid foundation to continue to aim for the goal of developing into a district in the coming time, maintaining the spirit of innovation and sustainability in the journey to build a more prosperous and civilized homeland.
