China’s Harbin Power Project Co. Ltd - HPE and the Cam Pha Thermo-Power Joint-Stock Company on March 21 signed the EPC (engineering, purchasing, construction) contract worth US$265 million to build the first phase of the 600MW Cam Pha thermo-power plant in northern Quang Ninh province.

Of the total value of the contract, China’s Import-Export Bank will provide 85 per cent. The contract will be implemented in three years.

The first phase, which will be done in 10 packages, has total investment of US$349 million. In this phase, the plant will have a design capacity of 300MW from two groups of turbines and is expected to generate 1.8 billion kWh a year from coal supplied from the nearby Cua Ong mine.

The second phase will be also kicked off right after the first phase is started.

The Cam Pha thermo-power plant project is scheduled to start in the middle of this April and be completed in 2009. When operational, the plant is expected to turn out 3.7 billion kWh a year. It will also help minimize pollution in Quang Ninh province – home of the World Heritage listed Ha Long Bay – as well as supplement the country’s source of energy.
