From the “Dien Bien Phu spirit,” a symbol of determination, ambition, and unity, Dien Bien is now entering a new chapter in its journey toward green, smart, and sustainable development. In an interview, Tran Tien Dung, Secretary of the Dien Bien Provincial Party Committee, outlined the strategic directions, determination, and goals of the Party, government, and multi-ethnic population of the province for the 2025 to 2030 term.

The 15th Provincial Party Congress decided that Dien Bien will fully leverage its historical, cultural, and human strengths, following a green, smart, and sustainable economic strategy to become a relatively developed province in the region. Can you explain the vision, aspirations, and plans for action in the new term?
During his visit to Dien Bien, Party General Secretary To Lam said, “The Dien Bien Phu spirit must continue to drive development.” This principle guides the entire provincial Party Committee in the new term.
The 15th Provincial Party Congress set the goal of building Dien Bien into a province with a green, smart, and sustainable economy, advancing to become relatively developed within the region.
To achieve this vision, the province has identified three strategic breakthrough areas: first, institutional reform and competitiveness enhancement, focusing on administrative reform, building a government that serves people and businesses, promoting digital transformation, applying artificial intelligence, and innovating policies to attract investment; second, economic and social infrastructure development, mobilizing maximum resources for transportation, urban development, telecommunications, and digital infrastructure, including the Son La-Dien Bien-Tay Trang Border Gate expressway, upgrading commune-level administrative centers, and developing tourism infrastructure and ecological environments; third, tourism as a key economic sector, leveraging historical, cultural, and ethnic heritage, developing eco-tourism, community tourism, resorts, and sports tourism, and promoting Dien Bien’s image through digital platforms and regional collaboration. The Dien Bien Phu spirit today emphasizes bold thinking, decisive action, innovation, and accountability. The provincial Party Committee will put this spirit into practice through action programs, targeted resolutions, and projects focused on economic restructuring, strategic infrastructure development, workforce quality improvement, and strengthened national defense and security.

How will Dien Bien provide leadership, guidance, and execute plans to achieve the three strategic breakthroughs during the 2025–2030 term?
We have identified five key priorities:
First, align closely with the Central Government’s major directions, leverage potential and advantages, focus leadership on the strategic breakthroughs, and mobilize resources for development.
Second, develop agriculture and forestry with advanced science and technology; increase production value, expand processing and product distribution; promote services and tourism; effectively implement social welfare policies and strengthen ethnic unity.

Third, innovate the growth model toward green, smart, and circular development; develop the digital economy, urban economy, and historical, ecological, resort, and sports tourism. Gradually establish four economic corridors, three economic regions, and four growth poles. Fourth, enhance the leadership capacity and combat effectiveness of Party organizations; innovate leadership methods; build a cadre of officials with integrity, competence, and the courage to think and act decisively.
Fifth, strengthen national defense and security, expand foreign cooperation, especially with northern Laos and Yunnan province in China, and link economic development with border security.

In the spirit of creation and partnership, how do you evaluate the role of officials, Party members, and leaders in supporting and working alongside businesses and citizens?
Officials and Party members are key to the leadership and effectiveness of local Party organizations. Developing a pioneering, exemplary, innovative, and creative team is essential to build trust and promote development. Party committees and local authorities should judge their performance by the satisfaction of citizens and businesses. Reforms are sustainable only when they serve the people’s interests and have their support.
