After carrying out the administrative unit restructuring as directed by Dien Bien Province, Chieng Sinh commune was established through the merger of four former communes: Na Say, Muong Thin, Muong Khong and Chieng Sinh. With a natural area of more than 209.6 square kilometers and a population exceeding 15,000, Chieng Sinh is entering a new development phase, guided by a strategic vision grounded in unity, driven by innovation and focused on sustainable development.

Harnessing collective strength
Formed at a time when the country is entering the era of digital transformation and sustainable development, the commune’s Party Committee adopted the motto: “Unity - Democracy - Discipline - Innovation - Development.” This has served not merely as a slogan but as a guiding principle for the entire political system.
With 44 party branches and 820 party members, Chieng Sinh has emphasized strengthening the leadership capacity and fighting spirit of the Party, while promoting the pioneering and exemplary role of officials and party members. The mass mobilization work has been implemented in a coordinated manner to build broad consensus among the people and to harness the collective strength of the community in pursuing socio‐economic development tasks and maintaining defense and security.
During the 2020-2025 term the commune mobilized more than VND273 billion to invest in 46 infrastructure works, completing networks for transportation, electricity, water supply, schools and health stations. Twenty‐six out of 28 villages now have national grid electricity, 100% of villages have motor‐vehicle access to their center, helping transform the rural landscape and laying an important foundation for socio‐economic development. These figures demonstrate not only the strong transformation of a newly merged commune but also reflect the effectiveness of implementing major national and party policies at grassroots level.
Leveraging advantages, shaping a sustainable development space
Party Secretary Ha Cam Hong said: “We have determined that green and sustainable economic development is the inevitable path. The commune is accelerating planning, expanding safe agricultural production zones, applying science and technology, encouraging residents to convert crops and livestock toward organic and clean models linked to value chains.”
Currently, Chieng Sinh is developing ecological agricultural production zones focused on macadamia and coffee. By 2030, the commune targets 3,700 ha of macadamia and 2,000 ha of coffee cultivation, complemented by an agricultural processing plant invested in by TH Group. This model is considered a “closed dual value chain,” increasing the value of agricultural products while providing stable employment and income for thousands of households.

Alongside agricultural development, Chieng Sinh has emphasized exploiting eco-tourism and cultural tourism potential. With majestic terrain and distinctive landscapes like Pu Huoi Luong Mountain, Muong Thin Waterfall, Tham Pua and Tham Khuong Caves, and ethnic cultural identities of the Thai, Hmong and Kinh peoples, the commune is gradually building community-based tourism products, cultural and culinary experiences, helping to promote the image of a land that is “rich in Northwest soul - undergoing modern transformation.”
Beyond economic development, Chieng Sinh sets out to improve human resource quality, enhance social welfare and preserve cultural identity. To date 100% of residents participate in health insurance; 90.9% of schools meet national standards; commune-level healthcare meets national criteria; and many movements of “All people united to build cultural life” have been implemented, contributing to a new, civilized lifestyle that still preserves traditional values.
Today Chieng Sinh is not only a symbol of a newly merged commune, but also evidence of strategic vision and innovative resilience of the local party and people. From a region facing many challenges, Chieng Sinh is asserting its position through unity, self-reliance and the aspiration to develop.
With the motto “Democracy - Discipline - Innovation - Development,” Chieng Sinh is steadily working toward its goal of meeting the new-style rural commune standard by 2030, emerging as a highlight of Dien Bien province in the new development phase, a modern Chieng Sinh that is integrated while retaining a strong Northwest identity.
