Bac Duong Irrigation System Exploitation Company: Ensuring Safe Infrastructure and Sustainable Development

As the entity responsible for managing, operating, and exploiting key irrigation infrastructure in the area, Bac Duong Irrigation System Exploitation State-Owned Limited Company defines its role not only as providing irrigation for agricultural production, but also as ensuring production safety, maintaining a stable investment environment, and improving the province’s competitiveness. Nguyen Van Ty, Chairman of the company, said: “The company has consistently shifted from a ‘response-based’ mindset to a ‘risk prevention’ approach, particularly amid climate change and the rapid pace of industrialization.”

Proactive “off-structure” solutions to improve drainage

The Bac Duong irrigation system is an interprovincial system (Bac Ninh – Hanoi), currently serving a large area with 359 pumping stations and a total capacity of nearly 1.93 million cubic meters per hour, ensuring water supply for approximately 50,000 ha of farmland each year.

In addition to provincial investment in infrastructure upgrades, the company places strong focus on implementing “off-structure” solutions in a proactive and flexible manner to minimize flooding risks, which can directly affect the operations of industrial parks.

According to Chairman Nguyen Van Ty, the company strictly complies with operational procedures while proactively regulating water early based on weather developments, particularly along main canals passing through industrial zones. Inter-agency coordination with departments, local authorities, and industrial park management boards has been strengthened before, during, and after heavy rainfall events.

At the same time, the company has gradually applied digital transformation in operations management, including automatic water level monitoring at key points, automated rainfall measurement, and installing cameras at pumping stations. Maintenance, dredging, and clearing of flow obstructions have also been carried out rigorously, especially ahead of the rainy season.

Currently, the company does not supply raw water to industrial water treatment plants, focusing instead on agricultural production and aquaculture.

In the coming period, the company will implement infrastructure upgrades in line with planning, review irrigation zones to develop water-saving supply systems, and prioritize areas with industrial parks such as Yen Phong, Que Vo, and VSIP in its medium-term investment plan.

Regarding water regulation, the company has developed flexible operational scenarios based on water sources from the Duong, Cau, and Ca Lo rivers. In cases of reduced water supply, it will take advantage of high tide periods for water intake and apply rotational water supply measures to ensure stable production.

Toward a “green infrastructure ecosystem” aligned with ESG standards

Recognizing water quality as a core factor in sustainable development, the company focuses on solutions to protect the irrigation system in accordance with its assigned functions and responsibilities.

Maintenance and dredging of canals are carried out regularly to ensure smooth water flow and reduce pollution. At the same time, on-site monitoring is strengthened to promptly detect irregularities and propose timely handling by relevant authorities.

Notably, according to Nguyen Van Ty, the company has been gradually proposing the integration of discharge monitoring data from industrial parks to improve oversight efficiency. In addition, the enterprise has recommended several systemic solutions, including requiring 100% of industrial parks to have compliant wastewater treatment systems; developing automatic, continuous monitoring systems and a shared database; accelerating digital transformation in real-time water quality management and monitoring; establishing an inter-regional coordination mechanism with sufficient authority; and issuing clear coordination regulations among relevant stakeholders.

Through these coordinated solutions, Bac Duong Irrigation System Exploitation State-Owned Limited Company aims to build a “green infrastructure ecosystem,” contributing to greater confidence among FDI investors in sustaining production in Bac Ninh.
