In recent years, the Vietnamese fisheries sector has made a great leap forward and become one of the biggest job-creating sectors, contributing to poverty reduction, forex earnings and the prosperity of the nation. The first-phase Fisheries Sector Programme Support Programme (FSPS 1) sponsored by Denmark is in good shape and is actively contributing to the development of the Vietnamese fisheries sector. The DKK 262.9-million FSPS 1, one of the first activities in the sector Danida supported the formulation of the Fisheries Master Plan to Year 2010, lasted five years from 2000.
The second phase of the programme will be carried out under the new form and will be self-administered by the beneficiary nation and international technical experts will support the nation. The programme attaches special importance to involving grassroots levels and the community in all management, training and development activities. Hence, almost all support from the programme for the local level will focus on building joint management and cooperation models suitable for the rights transference to communities and poor households.
The first activity is to support the formation of a fisheries master plan. Then, the programme will help two projects, namely the Assessment of the Living Marine Resources in Vietnam (ALMRV-I) and Seafood Export and Quality Improvement Project (SEAQIP-I). The second phase of these projects will be merged with the combining activities of the FSPS-I, which was kicked off in January 2000.
To evaluate combining activities and documents of the second-phase Fisheries Sector Programme Support Programme (FSPS 2), the mission team of the Ministry of Fisheries has cooperated with DANIDA consultants and FSPS1 to organise a seminar with Vietnamese experts in order to define combining activities of the FSPS2 Programme and complete documents of the Programme and individual combining activities as follows:
Strengthening of the Fisheries Administration STOFA-II mainly focuses on training cadres, forming new institutional structures, building and implementing fishery management information systems. This activity will support policy forming processes and planning processes in the fishery administrative system via the long-termed capacity construction at ministerial and provincial levels.
Strengthening of Fisheries Exploitation will provide essential assistances to improve institutional capacities for the planning of fishery exploitation policies and implementation of management strategies.
Development of the Stable Fisheries will reinforce and guarantee achievements in incomes, employment and consumption during the implementation of the FSPS-I.
Increasing the Post-harvest and Marketing Capacity will work with production units, catching households, trading and processing units.
