The E-commerce Department under the Ministry of Trade has recently reviewed the development of e-commerce in the first six months of 2006. Mr. Tran Thanh Hai, deputy general director of the E-Commerce Department, assessed e-commerce activities have developed in all fields from legal foundation to supporting technology for enterprises.

The Government’s promulgation of the E-commerce Decree dated June 09, 2006 to instruct the implementation of the E-transaction Law and Commerce Law marked a milestone in the legal framework perfection to encourage enterprises to conduct e-commerce transactions.

In the six month period, the digital content industry (DCI) has been strongly developed. DCI activities have been applied to various fields, such as to mobile devices, online training, e-newspapers, online databases, online game, interactive television games and sports result forecasts. The development of digital content industry has created a favourable condition for related e-commerce activities.

All e-commerce transaction modes have been expanded, especially business-to-business (B2B) transactions. Mr. Tran Thanh Hai said the transaction volume and business opportunities via the VietNam National E-Commerce Portal alone have increased drastically in this six-month period. This exposed the active role of enterprises in seeking new partners and expanding markets as they employ e-commerce.

"Together with the robust development of e-commerce activities in all transaction forms, transaction security problems and e-commerce-related criminalities tend to rise,” Mr. Tran Thanh Hai said. The technological development also leads to the exertion of technologies to commit crimes, notably the hacking of www.vietco.com website. Besides, the hacking into bank accounts and payment cards also causes certain impacts on healthy e-commerce activities.

Also at the review meeting, the E-commerce Department announced the results in the selection of effective e-commerce websites in Vietnam.
