It is the story of a decade ago when Dinh Vu peninsula was found wild, neglected and hollow in the Port city of Hai Phong, in the Northern key economic area of Vietnam. It was the American International Group Inc. (AIG) from the USA and International Port Engineering & Management NV (IPEM) from Belgium, a member of DEME group,the global recognized dredging, land exclamation and marine engineering group with the support of Hai Phong People’s Committee to set the first foot on this peninsula.
With expertise, experience, engineering and vision from International partners, as well as strong support from local authorities, the crescent shaped Peninsula, which was low lying area for a simple fishing industry, after almost 4-year-study, has been mapped out into a comprehensive economic area covering 1463 ha.
The development of the project requires to reclaim land toward the sea. Nobody at the time believed that the Partners to the joint venture would fill up the water front area to +6m CD above river estuary area.
On April 2, 1997, the Joint venture was licenced to develop the Dinh Vu Industrial Zone of 915 ha, which is a part of the Comprehensive development mentioned above. The first connection road of 7km has been built. This allowed the Joint Venture company to develop the most difficult area in the Zone to become first industrial land. Hydraulic sand filling method has been selected as the best solution to reclaim the land toward to the sea.
All efforts and human resource have been mobilized to carry out 164 ha first phase of the industrial park. After 2 years of construction, Caltex Lubricant Blending Company, a long term vision investors from America become first investors in the Petrochemical area of the Industrial Zone. It was not always easy to make a beautiful dream become true in such a short time. Since the offsite facilities were not available, so the Industrial Zone had to bring water by truck to Caltex and connect power up to the fence of Caltex’s Plant via diesel generators.
With US$ 37 million invested by the Joint Venture into infrastructure development and land reclamation, together with US$ 15 million from the Local Authority and Central Government in railway connections, initial Dinh Vu Port and offsite utilities, dreams and ambitions of the Joint Venture have turned into reality.
Today, DVIZ has become a sole strategic investment location in the North of Vietnam with convenient hinterland connections, excellent facilities, and international package service.
DVIZ is suitable for all kind of industries such as general light industry, heavy industry, petrochemical industries and port service sector.
Already many international companies such as Caltex (United States), Proconco (France), PDC- PetroVietnam (Vietnam) and New Hope (China) are operating in DVIZ and many other international companies are investigating investment opportunities. The DVIZ has recorded approximately US$ 300 million investment flow from 14 international and local investors and created jobs for thousands of workers.
The above mentioned advantages and wonderful design make DVIZ an unique Industrial Zone in the North of Vietnam. The development of DVIZ is right answer to the need of international medium and giant investors with direct access to the sea requirement and huge volume export target.
Realizing the value of development of DVIZ among many important projects toward the sea, Haiphong City has played its important role into the Master Plan development of Haiphong City up to 2020. DVIZ shall play the role of a bridge to connect the city center with future coastal development area such as Lach Huyen international deep sea port.
