On 29 November 2006, the Law No.81/2006/QH11 on Residence was passed by the National Assembly. According to this Law, conditions and procedure for registration of permanence residence in centrally run Cities were regulated as follows:

A new and more favorable point in the Law compared to Decree No. 108/2005/ND-CP dated 19 August 2005 amending Decree No. 51/CP dated 10 May 1997 on registration and management of permanent residence is about uninterrupted term of residence for purpose of permanence residence registration. Concretely, according to Decree No. 108, such term is not less than 3 years but according to the law it is one year only. However, Vietnamese overseas who come back to Vietnam and were allowed to reside in city shall not be permitted to register permanence residence with whom having household registration book at that city if they do not fall in the cases of being relatives with such people.
Procedure for registration of permanence residence:
According to this Law, the procedure for registration of permanent residence is simpler than that was previously stated with registration dossier including 3 kinds documents. Timing for granting household registration book shall be within 15 working days as of the receipt of valid dossier.
