Social Housing Tighter Management Needed

The low-priced house programme is aimed to meet urgent demand for accommodation of low-income people in big cities. However, the first project of its kind in Hanoi was offered for sales, not only people but also investors and state managing agencies have also felt confused to deal with its problems.
 
To raise efficiency of social housing projects, the Hanoi People’s Committee on September 13 issued the Decision No.45/2010/QD-UBND on regulations of sales, lease, use and management of houses for low-income earners. The decision is strict and even considered as a punch to violators.
 
Deputy of the Hanoi Construction Department Nguyen Quoc Tuan said the low-income group needs a total number of 15,500 apartments covering a combined 1.5 million square metres. To date, the number of investors registering to build the houses has meet the city’s set plan from now to the end of 2015. Hanoi now has eight social house projects. Meanwhile, 352 apartments for low-income people in Ngo Thi Nham project in Ha Dong district have been ready for sales.
 
Fifteen days after receiving up to 2,000 buying documents, the project investor has accepted around 1,200 valid ones, with 40 ensured for the purchase right. The remaining applications will be picked out, basing on scores won. In case, people whose documents which have the same points will have to draw lots at the witness of state management agencies. However, the return of thousands of invalid documents in the first project has showed a fact that people are very embarrassed in completing the documents.
 
Dang Hoang Huy, Chairman of VINACONEX Xuan Mai Concrete and Construction JSC, the project investor, said his firm has ever received up to 400 registration documents per day at peak time. Due to lack of experience, the company’s taskforce feels confused to tackle the problems. Besides, the document certification at wards also faces troubles.
 
In the future, Hanoi will have 15,000 apartments and there will be roughly 200,000 documents. Therefore, to facilitate document preparation, concerned agencies should hold training courses to raise management skills for cards in wards and related units.
Strict punishments should be imposed on violators
 
The remaining of seven projects is located in the outlying districts of Hanoi, including one in Sai Dong, Long Bien district. Work on the 868-apartment project, invested by Hanoi Housing Development and Investment Joint Stock Company, started on July 29 this year. Vietnam Glass and Ceramics for Construction Corporation (Viglacera Corporation) has also invested in a project to build 1,000 houses for low-income earners at Dang Xa urban area in Gia Lam district. Meanwhile, Hud Holdings will start building a 4,000-apartment project in Me Linh district early October.
 
To ensure transparency of low-priced housing business, the decision No.45 stipulates that investors are not allowed to change the use purchase of apartments. Additionally, they will have to apply prices and rentals based on calculation of construction and investment fees to seek approval from the municipal People’s Committee. Management agencies of this segment are must responsible for signing contracts and collecting money from sales and lease. On the other hands, the mangers will directly sign contracts with individuals and organisations to provide housing services and implement management, business and operation of other services in low-paid accommodation projects.
 
Notably, individuals and organisations which violate the regulations must bear from administrative fines and also return hired or bought houses. Punishments for people who take advantages of their authority will depend on their violations.
 
Under the decision, investors violate trading regulations will have to return prioritised fees and their projects will be revoked. They are not allowed not to join realty business projects within two years since the projects are withdrawn.
