In an inspection visit to some social housing blocks in Hanoi in the early 2011, Deputy Prime Minister Hoang Trung Hai showed his high appreciation of departments, industries and enterprises’ effort to positively join and distribution to this programme.
At the same time, Deputy P.M also directed the city to absolutely exploit 20 % land bank from projects and foster investment in construction so that there will be more social housing blocks, meeting citizens’ urgent need of housing.
Happiness from doors
Nguyen TRung Kien’s flat in the apartment CT1 for people with low income in Ngo Thi Nham, Ha Dong district, which is 62 meter square, with two bed-rooms, one living room and a kitchen, is so warm and comfortable. This is one of families moving earliest to this apartment and happily welcoming New Year in new flat.
In a similar in storey 7, Nguyen Thi Van’s family has moved in with furniture still lying disorderly. Said Ms Van, thank to winning in drawing lottery, she bought this flat at price of over VND 600 million. This is a great dream since previously her family with more than 10 people had to live in her parents’ common house of nearly 50 meter square.
Said Mr Doan Chau Phong, Deputy Director of Vietnam Importing & Exporting and Construction Cor. (Vinaconex), in first period, Ngo Thi Nham apartment just accepted files of equal to over 90 points according to criteria issued by Ministry of Construction. There have been over 100 flats given to families of priority as national laws, nearly other 230 ones were sold to people with low income in form of fish-drawing from over eligible files. Due to limited number, those not winning in fish-drawing will be listed into a similar project in Kien Hung, Ha Dong district.
Said Deputy Minister of Ministry of Construction Nguyen Tran Nam, with nearly 330 flats already finished in Ngo Thi Nham project and coming about 1,500 ones in project in Kien Hung (expected to be finished in 2012) will provide accommodation for tens of thousands households with low income in Hanoi City. This is a big success that needs promoting and expanding.
Drawing 20 % of land bank from social development projects (with square of from 10 hectares) should be assigned to their investors themselves to build and trading social housing. It is of most importance to strictly collect land to build apartments instead of collect difference. With 20 % bank land, supply of social housing is no longer an issue of concern.
Current projects of low-income housing have had answers to three big concerns of the media and public opinion. Those are low-income apartment with equal quality to business apartment; prices calculated, balanced and announced by investors being suitable for payment capacity of people with low-income; marking methods for eligible files and fish-drawing publicly and transparently ensuring right people with demand and lack of accommodation.
Also stressed Deputy P.M Nguyen Tran Nam, in addition to social meaning, allowance to make profit of 10 % is a factor encouraging enterprises to invest in construction of social housing. Especially, projects of low-income housing are allowed to constructed apartments of 25 to 30 storeys, which will bring great investment efficiency.
Expectation
Hanoi is one of leading localities in investment into social housing, in which there are housing for students from training institutions, workers from industrial zones and people with low-income in the urban. Vinaconex is also the leading enterprise and enthusiastically joins this field with projects such as low-income apartments in Ngo Thi Nham and Kien Hung; Thuy Xuan Tien in Xuan Mai or project of housing for workers in Kim Chung, Dong Anh etc.
Stated Mr Dang Hoang Huy, General Director of Vinaconex Xuan Mai if the local authority conditions clearance and transfers clean land bank on time, as well as allows mobilizing capital from customers, who are people with low income and files submitted through bank of priority etc, there will surely be not only Vinaconex but many other investors participating in this field. At the same time, there will be appearance of more low-income housing projects.
Deputy P.M Nguyen Tran Nam also thought that limitation in receiving files for housing in some districts is an issue need handling soon. Since many people working at Ha Dong but with residence certification in Cau Giay district will hardly access and buy low-income flats despite their needs and deserve for benefit.
With attempt of Government, local authorities and related departments, industries, from now to 2015, the target of building more than 11 million meter square, equal to nearly 218,000 low-income flat, supplying accommodations for 870,000 people will be finished soon. (VietnamPlus)
