On 28 December 2008, Ha Giang provincial People's Committee granted an investment certificate to build River Mien 5 hydropower plant (Thuan Hoa - Vi Xuyen district) with a capacity of 16.5 MW. The total investment is estimated at VND455 billion, including two machinery units which will provide annual power output of 80 million kWh. This event marked a turning point in the development of Khanh Van Ltd: from a construction unit to become an investor in large projects. To facilitate the investment process and project implementation, River Mien 5 Hydropower Joint Stock Company was established. The provincial People’s Committee approved changing the investor from Khanh Van Ltd., to River Mien 5 hydropower Joint Stock Company, to manage projects independently. Receiving close attention and timely guidance from provincial leadership, River Mien 5 hydropower plant is entering the fast construction phase, with construction progress goals achieved. This project is turning the poor countryside into an industrial point and contributing to providing clean energy for the country.
Efforts to success
To implement the policy on encouraging economic development, in 2000, entrepreneur Chu Van Ly decided to establish Khanh Van Ltd., located in Hoang Su Phi mountainous district. Inaugurated in December 2009, River Mien 5 hydropower plant has achieved workload beyond the imagination of many people. By the end of May 2011, the project work basically completed two thirds of construction categories of the left dam and completed flood reinforcing of the right dam. Every day on the construction site there are hundreds of workers, engineers, professionals and many vehicles and machinery of contractors. During construction, difficulties are always discussed and directly resolved or immediately treated on site by professionals, engineers and investors and the construction units, therefore, the volume of completed construction is always guaranteed on schedule.
Talking tous, MrChuVan Ly said: Investment inhydro projectsinthis context is very difficult. Toensuregoodprogress, investorsmust prepare sufficient capitalandselectpotential and experienced bidders. Uponwinning the construction bid for River Mien5 Hydropower Plant, the company has sent good experts and engineerswith many yearsof experiencein the field ofhydropower to theconstructionsite; difficultiesofterrain,geology andweather have been effectively resolved by experts so the work scheduleis satisfactory. The scheduled opening of River Mien5 Hydropower Plant is nearing, so the company will continue to gathermanpowerand machinery, and strive tocomplete the entireconstruction process by late2011 so that by the first quarter of2012, itwill officiallygenerate commercial power.
Another factorto facilitateRiver Mien5 Hydropower Plant ingood progress is the rapid implementation of compensation andland clearance. Talking aboutthis issue,MrChuVan Lysaid thatin the difficult context, the company canreduce costsinseveralcategories, but in the implementation of reparation and compensationforcivilians the companynevercalculates thepros and cons, providing that all civiliansmoveto thenew place with better living conditions. Therefore,nine householdsrelated tothe relocation were fully and satisfactorily compensated in accordance withregulations by thecompanyincoordinationwithlocal authorities. The company has alsosupportedthe entire cost ofthe move, and carried out extensivelevelling, road construction, pipelineconstruction, water supplytanks, and construction oflow-voltagepower linestonew flat settlementsoutside the plant. They have formedaprosperousresidential areawithspacious and solid houses withfullaudiovisual equipment,such asradio and television.Residentsare also provided freeelectricityfor life,with a norm ofless than100KWpermonth.
