To achieve this objective, the agricultural sector needs to tap its comparative advantages; apply advanced science and technology to increase productivity, quality, efficiency and competitiveness, ensure national food security, and meet domestic and export demand; improve the efficiency of land, water, labour and capital usages; and raise incomes of farmers, fishermen, salt workers and forest workers.

Of the value, the farming sector will account for 64.7 percent, the forestry sector will take 2 percent and the fisheries sector will contribute 33.3 percent. The production value on a hectare will increase to VND70 million on average.
