Seafood Development Project Approved

The Prime Minister has issued Decision 375/QD-TTg approving the production reorganization project for seafood development.
Accordingly, by 2020, 40 percent of offshore-fishing boats will be operated under the linking model. The number of boats damaged by disaster and risks at sea will have dropped below 75 percent compared to same period in 2011.
 
Its objective is to basically complete production reorganisation by 2020 in accordance with each fishery group and fishing ground to enhance fisherman’s effectiveness and income, as well as strive for an effective and stable seafood industry.
In particular, by 2020, 40 percent of vessels operating at sea will have been under the linking model. 90- 100 percent of offshore boats will have operated with fishery logistics service. 100 percent will have been supplied with fishing ground forecast in short period (per news –bulletin for 7-15 days).
Losses after the harvest will have decreased below 10 percent. The number of boats damaged at sea will have dropped below 75 percent compared to same period in 2011.
 
To reach those targets, the project needs to organise all boats in coastal areas and on sea according to plan of each locality. It also needs to build and develop linking models to connect all phases in production process from exploitation, preservation, processing, distribution, accelerate to decentralize administration and develop fisheries co-management model in coastal areas.
 
Regarding operating at sea, on the basis of seafood benefit survey, it is necessary to set up fishing boat development plan, identify the maximum number of boats in accordance with fishery groups and fisherman. Simultaneously, offshore seafood management needs to be reorganised in compliance with quotas, and the fishing co-operative model is to be formed and expanded.
Besides, logistics services on land is to be rearranged, especially the purchase, preservation, distribution to boost co-operative, marketing and logistics services, linking fishermen and businesses providing services in fishing ports.
