A diplomatic note on the aid was signed in Hanoi on March 18, 2013 between Japanese Ambassador to Vietnam Tanizaki Yasuaki and Chairman of the Hoa Binh provincial People’s Committee Bui Van Tinh.

Japan will help the northern province of Hoa Binh improve the quality of its healthcare system with a non-refundable aid worth 600 million yen (about US$6.3 million).
The supply of modern medical equipment, produced by Japanese manufacturers, aims to improve the quality of healthcare in Vietnam and boost the popularity of premium quality Japanese machinery in Vietnam.

The “non-refundable aid for medical equipment project” supplies medical machinery for regular clinical medical consultation and treatment like X-ray machines, computed tomography (CT) scanners, and surgical tables for nine regional hospitals and district hospitals in Hoa Binh province. The province has received a lot of Japanese support for improvement of healthcare services and this aid is expected to generate higher quality.

On the same day in Hanoi, another diplomatic note on 200 million yen (US$2.1 million) of non-refundable aid to assist central Quang Nam province in bettering vocational training was signed by the Japanese Ambassador and Vice Chairman of the Quang Nam Provincial People’s Committee Dinh Van Thu.

The grant of modern machinery and industrial products, made by Japanese small and medium enterprises, aims to support Vietnam’s economic development while popularising the pre-eminent quality of typical machinery made by Japanese small and medium-sized enterprises.

The supplies will be used as training materials for the province’s North Quang Nam Vocational Training School, which teaches welding and traffic infrastructure construction techniques.

The project is expected to boost human resources training, contributing to the economic development of central provinces.
