JICA Supports Strengthening Capacity of Public Leaders and Civil Servants
Ho Chi Minh National Academy of Politics and Public Administration (HCMA) and the Japan International Cooperation Agency (JICA) signed on March 13 in Hanoi the Record of Discussion of Japanese Technical Cooperation Project for “Strengthening Capacity of HCMA in Training of Public Leaders and Civil Servants”. ) and the Japan International Cooperation Agency (JICA) signed on March 13 in Hanoi the Record of Discussion of Japanese Technical Cooperation Project for “Strengthening Capacity of HCMA in Training of Public Leaders and Civil Servants”.
The newly-signed Technical Cooperation Project is aimed to enhance the framework of promoting capacity development of public leaders and civil servants. It will assist HCMA to strengthen capacity of lectures of HCMA in designing, management and evaluation of training programmes for public leaders. Japanese experts from National Personnel Authority of Japan will share experiences and skills in making training outline and materials, using PDCA cycle for management of training programmes and evaluation methods as well as conduct co-lectures together with HCMA lecturers for training programmes of public leaders. The Project will also provide technical assistance to the National Academy of Public Administration (NAPA) under HCMA for formulation of Master of Public Policy Program (MPP). Professors and lecturers from Tokyo university and Waseda university will provide technical support to lecturers of NAPA to develop curriculum, syllabus, training materials and case studies of MPP program. Under the Project, consultation workshops and trial lectures will be conducted for the lecturers to get comments and suggestions from different stakeholders and improve MPP Program.
The project will be implemented in 3 years from May 2013 to May 2016.
