To overcome growing difficulty in coal mining, Vietnam has cooperated with a number of Japanese partners to exchange coal as well as technology transfer. That's one of the ideas delivered at the dialogue "Vietnam-Japan Coal Policy" held recently in Hanoi.

Accordingly, the Vietnam National Coal-Mineral Industries Holding Corporation Limited (Vinacomin) affirmed its desire to cooperate with Japan in the field of technology transfer, and low quality into high quality coal processing.

Cooperation in human resources training
Mr Phung Manh Dac, Deputy General Director of Vinacomin, said Vinacomin has collaborated with Japanese partners, such as Japan Coal Energy Centre (JCOAL), Kushiro Coal Mine Co., Ltd. (KCM) and Human Resource Company Mitsui Matsushima Co., Ltd. (MMR), to implement the projects of training and improving qualifications for charcoal production workers.

Since 2001, Japan has cooperated with Vietnam to train workers in the coal and mineral industries. So far 1,171 staff and trainees have been sent to Japan to study and thousands of cadres, workers, students of the affiliated vocational college of Vinacomin have been trained and received technology transfer from Japanese experts. Areas of training include underground drilling engineering, mechanical harvesting and salvage. In particular, students have accessed new knowledge, typical training programme for mine design, systematic training and re-testing schemes exploiting tunnelling technology.

The project of improving coal production capacity after 10 years of implementation has achieved significant results. However, to meet the growing demand for rapid development of Vinacomin, the above results are not enough.

Therefore, in the future, Vinacomin will continue to cooperate with Japanese partners to implement divergence subsequent of this important project. In particular, it focuses on intensive technical training content such as management engineering, mechanized tunnelling technology, exploration drilling, mine surveying, engineering, and mining safety. At the same time, it will invite Japanese experts to the affiliated vocational college of Vinacomin for training to meet the requirements of the coal industry.

Enhancing coal exchange
The demand for low-quality and average-quality coal for electricity production in Vietnam is increasing, while resources are limited, together with the declining coal exports. Therefore, in the trade cooperation strategy, Vietnam wants Japan to promote coal energy supply to Vietnam; in return, Vietnam will enhance high quality coal supply to Japan to meet steel production needs in this country.

Along with this project, Vinacomin will continue to coordinate with the Japanese partner to explore and expand mining area in Quang Ninh and Red River Delta for additional resources for the mining to meet the needs of the market.

Japan appreciated the quality of the coal in Vietnam with great heat while the ash level is low, so it is especially important coal and good for their steel industry.
The Japanese side agreed to Vietnam's proposal of "coal exchange". They are committed to facilitating maximum financial, trade and technology for Vietnam to provide high-quality coal for Japan.

The cooperation in the field of coal between Vietnam - Japan in recent years is considered successful. Vinacomin has many collaborative projects with Japanese partners such as training project to improve the capacity of coal production, exploration project, coal survey in Dong Ri area, collaborative research project of greening mine area in Ha Long - Quang Ninh. Besides, Vietnam also wants to cooperate with Japan in the field of technology transfer process and low quality coal processing into high quality coal.
