The Thai Binh Provincial Department of Information and Communications has attained remarkable achievements over the past 10 years. It has stable administration management and well-trained staff. The department has also developed a variety of projects for the socio-economic development of the province. The department has upgraded and commissioned in a data centre integrated with smooth applications such as e-portal, e-mail system, and 24/24 software for administrative reforms.
Production and business activities of enterprises in the sector are remarkably effective. The department has 2 postal businesses, maintaining the operation of 302 service points. The annual turnover is over VND20 billion, paying about VND1 billion to the budget. Currently, the province has 6 telecom companies, with 1,100 base stations, 117 switching stations and access stations, over 95 percent of households in the province are landline phone or mobile phone subscribers. Total estimated annual sales are about VND1,000 billion, an average growth rate of over 25 percent / year. Until now, 100 percent of communes in the province reach post office standards in the national criteria for new countryside.
Economic activity in the business sector over 20 percent growth per year, contributions to the budget of about 80 billion / year to meet the demand for information and exchange of information among all agencies and people's organizations.
Newspaper publishing activities have ensured the timely transmission of information, accuracy of politics, economy, culture and local society. The content and form of newspapers and magazines have been increasingly innovated, with many specialized columns and improved news quality.
According to Mr Le Tien Ninh, Director of Department of Information and Communications of Thai Binh, the industry is actively applying information technology in the management of the Province towards the construction of e-government. The legal documents, administrative procedures, organizational structures, functions and duties of state agencies are publicly available on the electronic portal of the province. 100 percent of the State agencies are interested in equipping high-speed internet connected computer system to use the software application for management operations.
In 2012, the Department of Information and Communications has deployed the first provincial office networks connected to 27 departments and People's Committees of districts and city in the province in order to serve the document management, administrative support and network operation. Until now, the inter-office system in the province has been deployed to about 80 units. Electronic documents are going to replace paper documents in the management, direction and coordination in working to ensure the smooth operating from the province to other departments.
Besides, Thai Binh Province has been granted Credential by the Government Committee for Cipher for 27 state agencies and is also one of the first provinces in the country to successfully integrate digital signature in the electronic office network to authenticate the sending and receiving of electronic text communication between state agencies in the area.
The province has issued a number of policies to promote the application of information technology in the management of state agencies: Decision approving the route to provide online public services online level 3 and level 4 in the electronic portal of Thai Binh in the period from 2013 to 2015 and orientations to 2020, the Regulation on management, operation and use of electronic networks connecting office of Thai Binh province.
The relationship between state agencies and citizens is gaining more transparency and openness towards the construction of the e-government, which is really of the people, for the people in an environment of globalization and international integration.
