Oil and Gas Human Resource Training: Towards Modernity and Professionalism

In its development acceleration strategy until 2015 and towards 2025, the Vietnam National Oil and Gas Group (PetroVietnam) considers personnel a key element. Accordingly, training human resources for the oil and gas industry is always its top priority.
With increasingly improved management levels and expertise, PetroVietnam's workforce now can assume management and operation of oil and gas exploration and production projects in Vietnam and in other countries, including Dung Quat refinery, Ca Mau power plant and Nhon Trach power plant, as well as key national projects like Ca Mau fertiliser plant, Vung Ang thermal power plant, Long Phu - Son Hau power project and Dinh Vu fibre plant.
 
As regards human resource training and professional level improvement, in the 2009-2012 period, PetroVietnam and its affiliates sent 277,544 employees to attend various training courses. The total cost for human resource training and development was VND1,627 billion in the period. On average, each employee was trained 1.36 times per year. The average training cost per staff was VND7.98 million a year, while the average labour productivity of an employee was VND10.79 billion a year. Nevertheless, PetroVietnam CEO Do Van Hau said the personnel training expense at PetroVietnam is now the highest among State-owned economic groups. Particularly, PetroVietnam invests no less than VND500 billion a year in the Vietnam Petroleum Institute, the PetroVietnam Manpower Training College, the PetroVietnam University, etc. In PetroVietnam, Vietsovpetro tops the list in training expenses, followed by PV Gas, PVEP, PVD and PTSC.
 
PetroVietnam Manpower Training College (PVMTC) and PetroVietnam University (PVU) are the major suppliers of human resources for the country's oil and gas industry. In recent years, PVMTC has always been a primary trainer and supplier of human resources for PetroVietnam's units. Since 2010, a series of key oil and gas projects have been deployed, including oil refining, petrochemical, gas processing and transportation, gas-fuelled electricity, coal-fired electricity and fertiliser production projects; most personnel for these projects have been supplied by PVMTC. Since 2000, PVMTC has successfully trained 1,465 engineers and 2,074 technical workers for 15 major PetroVietnam-invested projects, and helped these oil and gas projects to operate safely and effectively as expected.
 
Although it was only set up in 2010, PVU has successfully enrolled 270 students for two academic years in 2011 and 2012. The university now offers four majors, namely petroleum geology, petroleum geophysics, drilling and petrochemical refining. The university has organised 42 training classes with 2,923 trainees.
PetroVietnam President Phung Dinh Thuc said human resource training for the group's projects has been very good in the past time, particularly high-quality personnel training and preparation for operating Bien Dong 1 project, personnel for refineries, fertiliser plants and power plants.
 
He added that personnel training for the oil and gas industry will continue to be oriented towards modernity and professionalism and directed towards international integration based on six important contents of the "Human resource training and development strategy and breakthrough solutions to human resource development of oil and gas industry in 2013-2015." Specifically, PetroVietnam will continue to build and perfect its human resource management (HRM) system towards international standards. And, the core task is to build and perfect the title standard system, performance assessment system, and performance-based compensation system. The group will continue to build the management force, implementing management training programmes for managerial staff and source staff before they are appointed. The group also builds up technical experts for five core business fields.
 
Besides, PetroVietnam will pay attention to building and developing training and scientific research systems to ensure good training and supply of personnel of international levels at its three key training entities, namely the Vietnam Petroleum Institute, the PetroVietnam Manpower Training College and the PetroVietnam University. The group will also focus on building up the force specialised in designing onshore and offshore oil and gas works, and intensify in-house training to boost sharing professional knowledge and experience.
