Assessing Integration Ability of Localities

In the framework of the post-WTO accession technical assistance programme, the Agency for International Development of Australia and the UK Department for International Development have funded the National Committee for International Economic Cooperation to conduct research and develop an indicator set measuring international economic integration capacity at the local level.
 
The results of research and evaluation showed that the level of economic integration of Hanoi, Ho Chi Minh City, Binh Duong and Ba Ria Vung Tau, Da Nang reached the top. Meanwhile, that of Lao Cai, Lam Dong, Dak Lak and Ha Nam is at average level. The level of economic integration of Son La, Yen Bai, Bac Kan, Cao Bang and Soc Trang remains low.
 
The results of the evaluation are a good reference for the Government to issue policies on international economic integration and the basis for support for localities to deploy international economic integration activities in the near future. The study results will provide a clear and comprehensive vision of the future integration of localities. The results also lead to consensus on building plans for economic and social development in accordance with specific conditions for integration of each locality.
 
Through evaluation studies, localities considered attractive will be likely to attract human resources for development such as tourist attraction, to attract investment to expand production and business, to attract people to live and work, and to attract foreign currency through exports. The goal is to create favourable environment and conditions to serve the people in that locality.
 
In the process of making this report, experts have focused on analysing the city brand index, composite integration of the Asia Pacific region index, economic integration of North America index, Kanji Wantanabe integration index, sustainable economic development index, trade dependency index, and total integration of the Asia -Pacific region index. On the basis of researching related models, the report has adjusted some assessment criteria in the index model to serve the evaluation of economic integration capacity of localities in accordance with the actual international economic integration of Vietnam.
