Currently there are nearly 500,000 enterprises in Vietnam, of which over 200,000 possess websites. About 40-45 percent of these websites involve e-commerce. However, only over 4,800 e-commerce websites have been properly informed/registered, says the Vietnam E-Commerce and Information Technology Agency (VECITA) of the Ministry of Industry and Trade.
Stricter management needed
One of the highest barriers to e-commerce management is low rate of registered enterprises when they enter e-commerce; and improperly managed issues like taxes, security, privacy; prohibited or false goods; complicated fraudulences, etc.
Unregistered e-commerce through websites has become alarming. In Ho Chi Minh city only, there are nearly 145,000 website domains, among them over 85,996 e-commerce website domains are operating, nearly 80,000 e-commerce websites must be inspected and supervised in compliance with Decree no. 52. However, only 2 percent of which have been registered for e-commerce.
VECITA has cooperated with Hanoi Branch of Market Management to inspect some e-commerce enterprises. During April and May 2014, there were 3 e-commerce websites financially sanctioned for not informing relevant authorities when entering e-commerce sector.
Mr Tran Huu Linh, Director of VECITA said that e-commerce is developing, expanding more and more strongly, many new e-commerce types like through mobile, social network have appeared, which has resulted in prohibited or false goods, goods without resource, smuggle. The violence is getting more and more complicated, in many cases it has managed to avoid inspection and sanction from relevant authorities. Inspecting and putting sanctions for issues like taxes, security, privacy causes many problems for authorities.
Complete policies
Standing before these facts, on May 11, 2014, the Prime Minister issued Decision 68/QD-TTg on approving Programme of developing e-commerce for the period of 2014-2020. The Ministry of Industry and Trade (MOIT ) is mainly responsible for the Programme and cooperates with other ministries, sectors and People’s Committees of central provinces and cities.
The programme mainly aims to construct basic infrastructure and implement solutions, supporting activities to develop e-commerce in Vietnam, help make e-commerce become popular and increase competitiveness of enterprises and the nation, promote modernisation and industrialization of Vietnam.
One of most major contents of the programme is constructing, developing e-commerce infrastructure. Accordingly, construct national e-commerce payment system, solution of integral payment card, online logistic management for e-commerce, signature proofing infrastructure for e-commerce. Besides, construct a system that ensures trust for online trading and mechanism of dealing with online dispute.
Another content of the programme is to develop products and solutions for e-commerce. Accordingly, elaborate online trading solutions for supporting small and medium sized enterprises to apply e-commerce; construct and maintain e-commerce trading floor to promote images and trademarks of Vietnam enterprises.
The programme is also supporting, upgrading capability of export enterprises in prestigious domestic and international e-commerce trading floor; constructing solutions to develop e-commerce appliances in mobile equipments and developing digital contents for e-commerce; conducting programmes, solutions for building up online trademarks for major goods and service of Vietnam; comprehensively constructing solutions for answering online orders; constructing online public service for enterprises and state management.
Moreover, the programme also elaborates contents on promulgating, upgrading awareness of e-commerce; consulting plan of applying e-commerce; international coordination on e-commerce; improving ability of managing and organising e-commerce development activities; organising domestic short term education and training for enterprises on e-commerce depending on business fields and locations; building up materials for research, teaching and learning on e-commerce; constructing and implementing e-commerce proper and practical training programmes.
