Assigned two main tasks of granting customs clearance for goods and collecting import and export duties, the customs sector of Quang Binh province has performed its roles and responsibilities, thus contributing effectively to local social and economic development.
Since the Customs Law came into effect, customs procedures are simplified and the time required for settling customs procedures and clearing goods is shortened. The Quang Binh Customs Department has also carried out many reform programmes to simplify procedures and reduce the time needed for the task. With the service principle of “professional- transparent - effective,” the department has focused on modernisation with the deployment of Customs Reform and Modernisation Plan in the 2008-2010 period and the similar plan for the 2011-2015 phase. The department has effectively applied IT to customs operations like KT559 accounting system, GTT22 System and Tax Statistics Software. The most outstanding success is the deployment of electronic customs procedures in Ca Lo Border Gate Customs Office and Hon La Port Customs Office as guided by the Government’s Decree 87/2012/ND-CP.
In addition, the department has also coordinated the customs authority of Vietnam to carry out consistent development solutions, and receive and operate VNACCS/VCIS automated clearance system. The department has informed the business community and civil servants of VNACCS/VCIS benefits, built and organised training courses and test runs, sent customs officers to localities with experience in running VNACCS/VCIS, and invested in equipment for the official deployment of VNACCS/VCIS. Regarding training, the Quang Binh Customs Department actively organised three training courses for 300 civil servants and 200 businesses. Since early April, the department continued to coordinate with the Finance Academy to train 70 businesses of VNACCS/VCIS.
Nguyen Van He, Deputy Director of Quang Binh Customs Department, said, 244 businesses out of 288 companies involved in export and import are now testing VNACCS/VCIS. All participating companies have sent very good feedback. The application of the VNACCS/VCIS system will help enterprises a lot.
With those efforts, the volume of goods with customs procedures done via the department keeps growing. Only in the first 10 months of 2014, the Quang Binh Customs Department settled procedures for 16,187 declaration forms, an increase of 68 percent over the same period of 2013. The volume of exports and imports cleared reached 2,896,100 tonnes worth US$1,313.5 million, an on-year increase of 103.7 percent and 6 percent, respectively. Presently in Quang Binh province, three border gate customs offices are serving exports and imports, including Cha Lo Border Gate Customs Office, Ca Roong Border Gate Customs Office, and Hon La Port Customs Office. Key exports and imports are plaster, ceramic tiles, iron ores, timber, fertilisers and starch.
According to statistics, titanium is a top export in the past years. In early months of 2014, fertiliser import slid 17 percent in volume and 41 percent in value. However, according to the department, export and import activities in 2014 were better than previous years.
In addition to the task of tax collection, the department also intensifies the fight against smuggling and trade fraud and contributes to maintaining national sovereignty, security and social order. Since its establishment, the unit has been detected, arrested and settled 761 cases worth about VND9.4 billion, including drug trafficking and gold trafficking.
