With the motto "Professionalism - Transparency - Effectiveness", in recent years, the Customs sector of Bac Ninh has focused on administrative reform and modernisation of customs, and successfully applied the Vietnam Automated Cargo and Port Consolidated System and Vietnam Customs Information System (VNACCS/VCIS), thereby contributing to shortening clearance time and saving time and costs for businesses.
In 2014, the Customs Department of Bac Ninh focused on extensively deploying e-customs procedures; enhanced the management of customs; strengthened inspection and control against smuggling and trade fraud, particularly for key enterprises and items, and customs offences; paid due attention to professional inspection after clearance, particularly focusing on sensitive areas such as product code, dutiable value, outsourcing, investment incentives; made plans reviewing and examining the work on making records in the sub-departments; and continued to improve the organization of the apparatus and personnel work. The highlight of the work to facilitate and promote import and export of Bac Ninh Customs Department in 2014 was the successful deployment of VNACCS / VCIS system. Besides, Bac Ninh Customs Department has actively worked with businesses with regular export activities and companies having foreign investment capital in the locality. Enterprises are provided with solutions to overcome obstacles often encountered in the implementation process of liquidation procedures for export and import goods when businesses wrongly declare management code, good types or don’t declare product list and materials used, or lack of inventory and re-export volume in liquidity report. At the same time, the department actively coordinates with other competent departments and agencies in the area to remove difficulties for and support FDI and investment enterprises in investment promotion activities.
By this time, the total export turnover has reached over US$61,300 million, accounting for 105 percent compared to the same period last year. Particularly, total export and import turnover of October reached US$48,600 million. It is estimated that by 31st December 2014, the province’s total export turnover will reach about US$59,700 million or 93 percent compared to the same period in 2013. Regarding the results of the state budget submission, the local budget revenue of the province in October reached over VND3,300 billion, accounting for 84 percent of the target and 107 percent compared to the same period of 2013. The investigation against smuggling, trade fraud and administrative punishment is enhanced. In the last 10 months, subordinate units have handled 512 cases of violations of customs administration, and submitted to the state budget over VND2 billion. In terms of administrative reform, the provincial custom department has firmly instructed relevant units to create the most favourable conditions to facilitate businesses; implemented and operated successfully the automatic clearance system and one-stop-shop mechanism; completed the clearance inspection at the offices of businesses with 12 enterprises, equivalent to 240 percent compared with 2013; made examination concluding report after clearance; and accessed tax for 8 businesses with the amount of VND4 billion.
To create a more comfortable and transparent environment and to attract businesses to participate in imports and exports in the area of Bac Ninh province to achieve better results, in the upcoming time, Bac Ninh Customs Department will continue to promote administrative reform and modernization. In particular, the department will focus on some key tasks: Continuing research and simplifying administrative procedures, facilitating export activities, developing and effectively implementing plans to develop the customs – business partnership, proactively reviewing legal documents, promptly resolving problems within their competence or requesting competent authorities to amend legal documents towards facilitating export activities.
