Obstacles Arise from NSW Deployment in Crop Production Sector

According to the Department of Crop Production (DCP) under the Ministry of Agriculture and Rural Development (MARD), after nearly half a year of officially applying the National Single Window (NSW) mechanism to two administrative procedures - import of agricultural crops and import of fertilisers, businesses have still faced a lot of obstacles.
 
Complaints mainly related to the use of online registration software to carry out two procedures mentioned above. Typically, companies have to apply digital signatures to send files but they are still undeliverable. The file size deliverable to the NSW must be 2Mb or smaller, a tough challenge for users.
 
To operate the NSW system more effectively and support users to work with it better, the Department of Crop Production will organise a training course to provide guidance and answer obstacles companies face in using the software on June 15 and 16. DCP proposed the General Department of Vietnam Customs and military-run telecommunication firm - Viettel Group to send specialists to work with DCP to guide and answer questions from companies. The two administrative procedures - import of agricultural crops and import of fertilisers - have been formally applied the NSW mechanism at the NSW’s portal, https://vnsw.gov.vn, since December 28, 2015. Since April 1, 2016, these two procedures have been totally carried out at the NSW portal and paper documents were rejected.
