ADB, WB Promote Online Bidding in Vietnam

In a bid to enhance competition, effect and transparency in bidding, the Asian Development Bank (ADB) and the World Bank (WB) have decided to use the Vietnam National E-Procurement System (VNEPS) to conduct online competitive bidding for construction and goods supply contracts for their projects in Vietnam.

Through the active coordination between the Public Procurement Agency under the Ministry of Planning and Investment with the two multilateral development banks, modules for online bidding of construction and procurement packages of goods in the form of national competitive bidding (NCB) in projects funded by the two banks were successfully developed and integrated into the VNEPS from January 1, 2019.

Initially, ADB, WB and relevant agencies plan to carry out online bidding for 15 procurement packages worth more than US$71 million in projects funded by the two banks. Detailed information about these packages will be published on http://muasamcong.mpi.gov.vn.

Bid invitation documents will be publicized on the VNEPS system and bidders will compile and submit their bid dossiers online provided for free on the VNEPS system.

Bidders are recommended to learn about the VNEPS system and online bidding process. The Online Bidding Manual for domestic procurement and construction bidding packages for projects financed by ADB/WB, the Manual on Online Procurement for Bidders, and other related documents are available on the website http://muasamcong.mpi.gov.vn.

The Public Procurement Agency under the Ministry of Planning and Investment together with ADB and WB planned to introduce the online bidding module for NCB-based construction and procurement packages in projects funded by ADB/WB via online webex at 1:30 p.m. - 5:30 p.m. on March 26, 2019.

The National E-Procurement Center also regularly organizes practical training courses on demand using VNEPS and online bidding modules for NCB-based construction and procurement packages in the projects funded by ADB/WB.
