To encourage and attract investors to develop industrial complexes, Vinh Phuc province has recently passed a draft resolution approving the Support Program for Industrial Park Development Investment in 2019 - 2021.

Accordingly, the province will spend all VND170 billion preparing and appraising environmental impact assessment (EIA) reports and carrying out land mine clearance for infrastructure projects; support VND700 million per hectare of land cleared and compensated for investment projects; and finance 30% of funds for investment to build power systems for industrial clusters. Besides, the province funds as much as VND7 billion for an industrial complex covering less than 15 hectares, VND10 billion for a complex covering 15-25 ha, and VND15 billion for a complex covering over 25 ha in Song Lo and Lap Thach districts and mountainous communes of Tam Dao and Binh Xuyen districts.
In other localities, the province funds up to VND5 billion for an industrial complex covering less than 15 hectares, VND7 billion for a complex covering 15-25 ha, and VND10 billion for a complex covering over 25 ha. Vinh Phuc province also subsidizes 10% of premise rentals for small and medium enterprises and cooperatives.
To effectively carry out the resolution, Vinh Phuc province accelerates the progress of land compensation and site clearance; creates favorable conditions for handling administrative procedures to attract financially, technologically viable and well-branded investors to build infrastructure in industrial parks. Furthermore, it encourages tenants in industrial parks to apply scientific and technological advances to production to meet market development and international integration needs. The province will prioritize and encourage companies to invest in developing clean and high-tech industrial projects, which cause less environmental pollution and build safe and sustainable industrial clusters.
According to the Vinh Phuc Industrial Development Plan, by 2030, the province will have 31 industrial complexes in operation with a total planned land area of over 650 hectares. Currently, Vinh Phuc has 14 industrial complexes covering over 340 ha. In order for industrial complexes to operate effectively, the province has mechanisms and policies to raise funds for higher quality of infrastructure to tap local advantages and attract projects carrying environment-friendly advanced technologies.
Together with large-scale industrial parks, smaller industrial complexes have created favorable conditions for many manufacturers to operate effectively, create jobs for local laborers and limit environmental pollution.
