After more than two years of piloting (from October 2017), the national single-window (NSW) system and the automated customs monitoring system (VASSCM) at Noi Bai International Airport have proved very productive, meeting business goals and requirements.
Accordingly, 100% of airlines have sent information to NSW. VASSCM has connected to all terminals at Noi Bai International Airport. The automated processing is stable at over 99.5%. Clearance time per shipment has been reduced from 3-6 hours to an average of less than 10 minutes. On average, over 5,300 consignments are managed and monitored through the system each day.
On September 29, the Hanoi Customs Department held the opening ceremony of NSW and VASSCM at Noi Bai International Airport. Noi Bai is one of two major international airports with the highest density of passengers entering and leaving Vietnam. Therefore, the deployment of NSW and VASSCM is important to reduce time and costs for businesses, ensure State management, as well as meet customs reform and modernization requirements.
Comprehensive innovation
In recent years, the connectivity and information exchange between customs authorities with port operators and airlines has been still limited, making it difficult to track and manage import and export goods, keeping storage time long and storage costs high. The Hanoi Customs Department has focused on coordinating with the Customs Information Technology and Statistics Department, the Customs Management Supervision Department, to review and complete professional issues, system function requirements and workflow regulations; and worked with Noi Bai International Airport to establish automatic connection with NSW and its flight management system.
At the same time, Noi Bai International Airport together with warehousing companies and Vietnam Airlines surveyed the current situation, researched international connectivity standards in the aviation industry, deployed connectivity and automatic information exchange, and studied and applied goods management numbers as recommended by the World Customs Organization. This management number is uniformly used to exchange information and manage goods before arrival time to transit time through customs areas. QRCODE is used to improve system automation.
Business facilitation
According to the Hanoi Customs Department, the system has brought great benefits to customs offices in management, modernization and IT application of customs procedures; and improved the effectiveness and efficiency of customs inspection and management. The time for checking, monitoring and customs clearance of goods is reduced from an average of 3-6 hours to less than 10 minutes for each shipment, helping businesses to lower costs.
Moreover, the deployment of the two above systems also creates a premise to apply risk management in inspection and supervision, ensures highest focus on flights and key objects, and prevents smuggling, trade fraud and origin fraud of goods through international airports amid very high traffic volume. On average, 200 international flights a day and over 5,300 lots of goods are checked in at Noi Bai International Airport. System utilities help customs officers look up and check bill of lading (B/L) information on customs declarations filled and filed by declarants with bill of lading information issued by the airline or B/L issuer to detect and promptly prevent (before, during and after customs clearance) acts of correcting B/L information, forging B/L to commit acts of commercial fraud and smuggling by air.
As for warehouse operators and airlines, the systems ensure information connectivity between warehouse operators and airlines with customs authorities in electronic form in place of manual paper filing, thus saving time, costs and human resources, while improving competitiveness and business efficiency. NSW and VASSCM ensure standard access in accordance with international practices on connectivity between customs authorities with aviation companies.
