Ninh Binh Province Delivers All Level-4 Public Services Online

After four months of deployment, Ninh Binh province has provided 100% of public services eligible for Level 4 on the Ninh Binh Public Service Portal and the single-window electronic information system http://dichvucong.ninhbinh.gov.vn from September 10. This result makes Ninh Binh one of the leading localities to complete the goal of providing online Level 4 public services before the deadline defined by the Ministry of Information and Communications.

A total of 1,226 public services of Level 4 are provided online, including 1,002 province-level services, 151 district-level services, 55 commune-level services and 18 insurance services.

Delivering 1,226 administrative procedures of Level 4 online from September 10, 2021, Ninh Binh has become one of the localities to achieve the target of bringing 100% of public services of Level 4 online, helping fulfill the national target of providing 100% of eligible Level 4 public services online. This is one of the important highlights in the process of building e-government and digital government in Ninh Binh province.

To obtain this result, right after receiving a directive from the Ministry of Information and Communications, Ninh Binh province issued Plan 62/KH-UBND dated May 5, 2021 on providing 100 % of public services of Level 4 online and integrating 100% of public services of Level 3 and Level 4 online to meet requirements with the National Public Service Portal in 2021.

In addition, with firm measures of the Provincial Party Committee and the Provincial People's Committee; the drastic participation of agency and local leaders; the close coordination of Ninh Binh province with the Ministry of Information and Communications (Authority of Information Technology Application); and efforts of central and local experts, technicians and domestic and external technology firms, Ninh Binh completed the plan ahead of schedule.

The rate of online public services of Level 4 is one of the first and important basic indicators under the goal of "Providing quality services for society" of the E-Government Development Strategy toward Digital Government in the 2021 - 2025 phase, with a vision to 2030, under the Prime Minister’s Decision 942/QD-TTg dated June 15, 2021. Therefore, providing 100% of Level 4 public services online for people and businesses in the province is a step to realize the goal of "an enabling Government for people and businesses" and “people and business-centered approach” to "develop a holistic digital government, promote the achieved results, concentrate resources, engage the entire political system to basically fulfill the e-government development target in 2021 and form a digital government by 2025” as per Decision 942/QD-TTg.

Before delivering 100% of Level 4 public services online, Ninh Binh also adopted many measures and resources to increase the number of Level 4 administrative procedures. However, the rate of Level 4 online applications filed from the beginning of 2021 to August 30, 2021 only reached about 15%, focusing on a few areas such as authentication, road and trade promotion.

In the coming time, Ninh Binh province will deploy solutions to inform, guide and encourage people and businesses to increase the use of online public services of Level 4, seeing this as among COVID-19 pandemic prevention and control measures; review and select online-only public services of Level 4; focus on studying mechanisms and policies to encourage the delivery of online documents of Level 4; and encourage banks to expand online payment accounts for people and businesses.

The Department of Information and Communications continues to work closely with the Authority of Information Technology Application (AITA) under the Ministry of Information and Communications to enhance connectivity and effective data mining from national databases through the integrated, shared national data platform to reduce paper requirements when people and businesses carry out public services online; connect with the online public service and information collection and evaluation system (EMC system) to track the online provision of information and public services; and coordinate with the Administrative Procedures Control Department under the Government Office to select and bring 100% of eligible services to the National Public Service Portal, thereby taking timely measures to foster the effect of online public services of Level 4 provided.
