Many Effective Emulation Movements Deployed

The Emulation Group of Red River Delta Economic, Industrial and Export Processing Zones Authorities recently held a conference on the preliminary review of emulation and commendation work in the first six months and directions and tasks for the last six months of 2023 in Tam Dao town, Vinh Phuc province.

The overview of the conference

Given existing domestic and global economic difficulties, subordinated units of the emulation group endeavored to speed up the implementation of various patriotic emulation movements launched by central and local agencies. They actively developed and provided guiding documents on emulation and commendation work, organized emulation campaigns and signed emulation agreements with each other from the beginning of the year. They encouraged and mobilized all employees to take part in their emulation movements, enhanced the effect of Party construction, built a clean and strong political system, and improved the responsibility of their leaders.

In this tough context, they actively reinforced coordination with related agencies and localities to apply many flexible measures to boost investment promotion and attraction. They focused on on-site, online and face-to-face promotion methods. Infrastructure construction investment planning for industrial zones, export processing zones and economic zones was a concern and focus. Environmental protection, fire and explosion prevention, labor safety, food safety and hygiene, security and order in industrial, export processing and economic zones were ensured.

They promptly advised and promulgated new guidelines and policies to create the most favorable conditions for businesses. They actively implemented digital transformation and information technology applications. They accelerated the implementation of the Regulation on inter-agency coordination on State administration of industrial zones, export processing zones and economic zones.

The effective implementation of consistent and drastic solutions to remove difficulties and obstacles for tenants and investment projects in economic zones, industrial zones and export processing zones in Red River Delta provinces and cities ensured the progress and targets of land registration and land use. This helped increase the occupancy rate of these zones and boost local socio-economic development.

Particularly, investment promotion and attraction and business performance of tenants in economic zones, industrial zones and export processing zones was positive. Due to existing difficulties, subordinated units of the Emulation Group of Red River Delta Economic, Industrial and Export Processing Zones Authorities aggressively reinforced coordination with relevant agencies and localities. They applied many flexible and creative measures to boost investment promotion and attraction. They focused on encouraging existing investors to draw new ones to the province and providing the most favorable conditions for companies to invest in industrial parks. They also hosted many working sessions with businesses and investors seeking to explore investment opportunities in economic zones, industrial zones and export processing zones which attracted more investment capital, both in project number and value.

Specifically, the emulation group granted new investment registration certificates to 207 projects in the first six months of the year, including 161 foreign direct investment (FDI) projects and 46 domestic direct investment (DDI) projects. The total investment capital was nearly US$4.7 billion and nearly VND80,170 billion (US$3.5 billion). Some localities reported outstanding results, including Quang Ninh, Hung Yen, Hai Phong and Vinh Phuc.

With the motto “Accompanying businesses”, authorities of economic zones, industrial zones and export processing zones regularly monitored and grasped the business operations of tenants. They promptly consulted with provincial and municipal governments to take measures to address difficulties and stabilize business activities. As a result, investment projects in economic zones, industrial zones and export processing zones in Red River Delta provinces and cities were carried out quickly to ensure the progress of land registration and effective land use and raise the occupancy rate. This helped enhance socio-economic development in the emulation block.

At the conference, units in the Emulation Group of Red River Delta Economic, Industrial and Export Processing Zones Authorities figured out advantages and limitations and analyzed causes and lessons learned. At the same time, they raised difficulties and obstacles in performing State administration of economic zones, industrial zones and export processing zones as well as in implementing emulation movements.

In the last six months of 2023, they will continue to step up renovations, improve the quality of patriotic emulation movements, and successfully complete assigned political tasks.
