The Regional Customs Sub-Department V in coordination with Saigon Newport Corporation (SNP) held the first Customs-Business Dialogue Conference in 2025 in Bac Ninh province on June 20, 2025. The event brought together over 300 delegates, including representatives from government agencies and importers, exporters and logistics businesses in the northern key economic region.

Bac Ninh: New growth engine in the north

The conference took place as Bac Ninh province has reaffirmed its position as a top investment destination for foreign investors. In just the first five months of 2025, Bac Ninh’s industrial parks attracted an impressive US$3.3 billion in foreign direct investment (FDI), far exceeding expectations and ranking among the top FDI recipients in the country.

Large-scale FDI projects continue to pour into key sectors such as electronics, semiconductor component manufacturing, smart devices and high-tech logistics. Major giants like Samsung, Amkor, Goertek and Foxconn are constantly expanding their factories and supply chains in Bac Ninh, turning the province into a regional hub for high-tech manufacturing and export.

In addition, the merger of Bac Ninh and Bac Giang provinces to establish a new Bac Ninh province will expand the development space, create a new “administrative - industrial - technology” center in the north and pave the way for the robust development of smart regional planning and sustainable urbanization. Accordingly, Bac Ninh currently has a population of over 3 million, a top-ranked GDP nationwide, and a strategic transport network consisting of expressways, national highways and complete regional railways. Positioned on the industrial development corridor of the Hanoi Capital Region, Bac Ninh is a prominent high-tech growth pole, known for its large industrial parks, increasingly complete transport infrastructure, and strong urban development potential.

New policy update

A key highlight of this year’s conference was the official restructuring of the Bac Ninh Customs Department into the Regional Customs Sub-Department V, which covers a broader scope of jurisdiction, aiming to streamline operations and enhance efficiency. This strategic move lays the foundation for building a modern, connected and regionally effective customs network aligned with the development orientation of the northern key economic region.

At the conference, representatives from the Regional Customs Sub-Department V presented practical content to delegates, including:

Introduction of new legal documents and policies regarding customs and regulations relating to State management of import and export, with particular emphasis on the Law on Value-Added Tax 2024 and the VAT reduction policy, effective from July 1, 2025 to the end of 2026.

Risk warnings for businesses engaged in investment, production, trading, import and export activities, especially in light of increasing trade fraudulence and illegal transshipment.

Participating businesses had their concerns addressed promptly and highly appreciated customs authorities' role in supporting businesses and facilitating import and export activities.
