After three nationwide groundbreaking and inauguration ceremonies in 2025, Vietnam recorded 564 major national works and projects with total investment exceeding VND5.14 quadrillion (US$205.6 billion). Private capital accounted for more than VND3.8 quadrillion (US$152 billion), or 74.6% of the total, while public investment reached VND1.3 quadrillion (US$52 billion), representing 25.4%. Nearly 140 large-scale works have been completed and put into operation with effective results.

The economic and social infrastructure works and projects launched and inaugurated during this period have formed essential prerequisites and foundations for a synchronized, modern infrastructure system capable of meeting national development needs in a new era.
At the ceremonies for groundbreaking, inauguration, and technical opening to traffic of works and projects held in celebration of the 14th National Party Congress, Prime Minister Pham Minh Chinh said that, through the combined efforts of the entire political system, authorities at all levels, sectors, localities, and the people nationwide under the Party’s leadership, the previous term achieved breakthrough progress in the country’s socio-economic infrastructure system. This progress included large-scale, synchronized, and modern works with strong connectivity and spillover effects, creating future-oriented foundations across expressways, airports, seaports, digital infrastructure, energy infrastructure, healthcare, education, culture, sports, and social welfare. These projects were implemented and completed within record timeframes, at rapid pace and with improved quality, contributing to visible changes in the national landscape, reinforcing their role as important growth drivers, and creating new development space across all regions nationwide.
On April 19, 2025, marking the 50th anniversary of the liberation of the South and national reunification, 80 major and key infrastructure works were launched and inaugurated simultaneously, with total investment of about VND445 trillion (US$17.8 billion). This included VND185 trillion (US$7.4 billion) from the state budget and VND260 trillion (US$10.4 billion) from non-budget sources. Among these 80 projects were 40 transport projects; 12 industrial and civil construction projects; 12 education projects; 9 social and cultural projects; 5 community healthcare projects; and 2 irrigation works.
On August 19, 2025, commemorating the 80th anniversary of the August Revolution and National Day (September 2), Vietnam launched and inaugurated 250 works and projects with total investment of VND1.28 quadrillion (US$51.2 billion), including 89 completed projects and 161 newly launched projects. Of these, 129 projects financed by public funds totaled VND478 trillion (US$19.12 billion), accounting for 37%, while 121 projects funded by other sources totaled VND802 trillion (US$32.08 billion), or 63%. FDI accounted for five projects with total investment of about VND54 trillion (US$2.16 billion).

The 250 projects spanned defense, transport infrastructure, civil and urban development, industry, agriculture, rural development, education, healthcare, culture, and sports, with many works completed years ahead of schedule, reflecting strong determination and exceptional effort by authorities, sectors, enterprises, and construction forces.
On December 19, 2025, marking the anniversary of President Ho Chi Minh’s nationwide call for resistance in 1946 and welcoming the 14th National Party Congress, Vietnam held ceremonies for the groundbreaking, inauguration, and technical opening to traffic of 234 key works and projects. Of these, 86 works were inaugurated or opened to technical traffic with total investment exceeding VND378 trillion (US$15.12 billion), while 148 projects were launched with total investment exceeding VND3 quadrillion (US$120 billion).
These works and projects were large in scale and technologically complex, playing a significant role in socio-economic development with several records: the largest total investment, at over VND3.4 quadrillion (US$136 billion); the highest level of private capital participation, at nearly VND2.8 quadrillion (US$112 billion), accounting for more than 82%; and the largest single-project investment scale, represented by the Olympic Sports Urban Area with investment of VND925 trillion (US$37 billion).
As a result, after three nationwide groundbreaking and inauguration ceremonies for major national works and projects in 2025, Vietnam had recorded 564 works and projects with total investment exceeding VND5.14 quadrillion (US$205.6 billion).
These achievements included the inauguration and technical opening to traffic of nearly 3,200 km of expressways, comprising the main North-South expressway, East-West expressways, 325 km of interchanges and access roads, and more than 1,700 km of coastal roads; the first flight at Long Thanh Airport; the commissioning of the National Exhibition and Convention Center; key energy projects such as the 500 kV Circuit 3 Quang Binh-Hung Yen transmission line, Thai Binh 2 Thermal Power Plant, Nhon Trach 3 and 4 LNG power projects, and the Hoa Binh Hydropower expansion; the operation of major seaports, including Lach Huyen, Cai Mep-Thi Vai, and the Hau River channel; major hospital projects, including Bach Mai Hospital, Viet Duc Hospital Campus 2, and Hue Central Hospital; completion of the program to eliminate temporary and dilapidated housing five years and four months ahead of schedule; fulfillment of the target of more than 102,000 social housing units in 2025, supporting stable living conditions and improved well-being for residents; and the launch of 100 boarding inter-level schools in border areas.
According to Prime Minister Pham Minh Chinh, in 2026 and the period ahead, the Party and the State had set the objective of pursuing double-digit growth, with the development of economic and social infrastructure clearly identified as one of the three strategic breakthroughs.
The Government and the Prime Minister required authorities at all levels, sectors, localities, and relevant agencies and units to further build on achieved results, address difficulties and challenges, and focus on implementing the “five assurances” in the investment and development of economic and social infrastructure works and projects. These include: ensuring open and enabling institutions, seamless infrastructure, smart governance, practical implementation methods, and informed cooperation; ensuring adequate resources, material supply, project progress, and construction quality; ensuring timely site clearance, resettlement, and stable livelihoods for residents, with new housing equal to or better than previous housing; ensuring improved capital efficiency, without cost overruns, corruption, misconduct, losses, or waste; and ensuring that every investment delivers corresponding effectiveness, tangible benefits for the people, and faster, more sustainable socio-economic development.
“The Government and the Prime Minister commit to continuing to act as the central facilitator, working alongside stakeholders and creating the most favorable conditions for projects to be implemented in a synchronized and effective manner, especially key projects, ensuring schedule, quality, safety, technical and aesthetic standards, and environmental hygiene in full compliance with the law,” Prime Minister Pham Minh Chinh said.
