In 2025, amid a mix of opportunities and challenges, Hai Phong City’s Industry and Trade Department continued to play a pillar role, sustaining growth momentum while supporting enterprises in adaptation, transformation, and sustainable development.
Important driving role
In 2025, Hai Phong City benefited from significant opportunities created by an expanded development space following administrative consolidation, while also facing challenges in maintaining stable and efficient administrative operations and sustaining strong economic growth amid ongoing global volatility. Within this context, the industry and trade sector continued to serve as an important driving force for the city’s overall economic growth.

The city’s industrial production scale continued to expand. The Industrial Production Index (IIP) in 2025 was estimated to increase by 15.1%. Although this result did not fully meet the set target, a positive highlight was the improvement in the quality of industrial growth, reflecting a clear shift toward deeper and more substantive development. Processing and manufacturing accounted for an estimated 44.4% of GRDP, with high-technology products representing about 61.5% of the sector.
The city’s industrial production focused on key sectors such as electronics and information technology, metal products, machinery and equipment, and automobiles, providing an important foundation for industrialization, modernization, and enhanced competitiveness within regional and global value chains. The formation and development of industrial clusters, particularly in western Hai Phong, continued to contribute to the expansion of production space, investment attraction, and job creation.
At the same time, commercial activities maintained positive growth momentum. The domestic market continued to develop steadily, with abundant goods supply fully meeting consumer demand. Total retail sales of goods and consumer service revenue in 2025 were estimated at VND377,000 billion (US$15.08 billion), an increase of 14.9% compared with 2024 and slightly exceeding the planned target.
Trade promotion and supply-demand connection activities were carried out actively, with more than 50 programs implemented during the year. Several large-scale events, including the Red River Delta Industry and Trade Fair - Hai Phong 2025, the Autumn Fair 2025, and the promotional week for Thanh Ha lychee and typical One Commune One Product (OCOP) products, not only expanded consumption markets but also promoted Hai Phong’s image and distinctive products within the new development space.
Supporting green production
Amid the transformation of the growth model and increasingly clear requirements for sustainable development, the Hai Phong Industry and Trade Department identified close engagement with enterprises as an ongoing priority. On this basis, efforts to refine institutional frameworks and improve the investment and business environment continued to move forward.
In 2025, the sector contributed policy input to the issuance of several mechanisms and regulations on industrial and industrial cluster management and development, gradually completing the legal framework for selecting infrastructure investors and managing industrial cluster operations in a transparent and efficient manner. Measures to support enterprises and address operational challenges were implemented in a timely manner, particularly for sectors with traditional and strategic roles such as shipbuilding, mechanical engineering, and supporting industries.
A key focus in 2025 was the promotion of green production and sustainable consumption. Programs disseminating policies and regulations on supporting industries, energy efficiency, and sustainable production and consumption were delivered in varied formats, targeting different groups of enterprises. Trade promotion activities linked with OCOP products, VietGAP, and GlobalGAP products not only increased product value but also encouraged clean and environmentally friendly production practices.
Alongside this, administrative reform efforts were implemented decisively in support of improvements to the investment and business environment. All administrative procedures under the sector’s authority were resolved on schedule, helping to reduce time costs and improve convenience for enterprises and citizens.
The results achieved by the industry and trade sector in 2025 provided a solid foundation for the city’s socio-economic development, while also creating new space and momentum for continued progress in the next phase, accompanying the city on its path toward rapid, green, and sustainable development.
