Though the Mekong Delta region is famous for being a granary of Vietnam, it still has a lot of weaknesses; thus, it should take drastic measures to consolidate itself with most priorities given to human resource training. The Can Tho University has been carrying out the project to train 1,000 scientific and technical post graduates overseas for 13 localities in the Mekong Delta region or Mekong 1,000 Project in 2005-2015 period in order to realise the target.
The project’s steering committee said the project has made considerable contributions to human resource training in the region. During the implementation, some localities have indicated the possibility to complete the project before schedules. Can Tho city takes the lead with the most number of participants. The Can Tho-150 sub-project that has been carrying out since 2005 is one of subprojects with the speediest implementation pace as it has selected 186 participants in economics, science, energy, electronics, automation, transport, irrigation, and agro-fishery, etc. Of the sum, 66 people are trained in countries with advanced technologies like the U.S., Britain, France, Japan, India, Australia, Holland, etc. and eight trainees have completed master degree training courses and backed to work for their hometown while a trainee won scholarship of the doctorate degree training course by the Delf University of Holland.
Can Tho city expected that 48 trainees will complete master degree training courses overseas and come back to their hometown this year, two to five of whom will win scholarships to pursue doctorate degree training courses. The city may complete the Can Tho -120 subproject in 2010, a year sooner than the schedule. Mr To Minh Gioi, the municipal People’s Committee’s Vice Chairman cum head of the subproject’s steering committee attributed the speed implementation to due attention by municipal authorities, willing coordination by relevant branches and agencies and the acting support by the Can Tho University.
The Can Tho University estimated that the subproject to train postgraduates in Soc Trang Province in the 2006-2015 period or Soc Trang-150 sub-project has been speedily implemented with high efficiency. Provincial authorities have selected 86 participants to join training courses, including 66 to undergo domestic training and 20 overseas training. One trainee has completed his overseas master degree training course and backed to work at his hometown. The provincial People’s Committee said provincial authorities are compiling a regulation on using postgraduates so as to make full use of their knowledge.
Despite being so called Mekong 1,000 project, it is expected that the project will train 1,085 trainees abroad, including 877 masters, accounting for 80.9 % of the total and 208 doctorates, making up for 19.1 % of the total. Localities have selected a total of 365 participants, representing 33 % of the target, of whom, 155 are undergoing training courses.
Dr. Le Viet Dung, Deputy Rector of the Can Tho University said many trainees of master degree will win doctorate degree scholarships at foreign universities thanks to their professional and good foreign language acquisition, which will save much state budget and hike the total number of doctorates.
