DOC Offers Preliminary Verdict on Vietnam’s Plastic Bags
The U.S. Department of Commerce (DOC) announced its preliminary judgment on August 31 in the countervailing duty investigation on polyethylene (PE) bags imported from Vietnam.
The DOC has decided to impose preliminary anti-subsidy duty rates of 1.69% and 4.24%, respectively, on PE bags produced by Chin Sheng Company, Ltd., and Fotai Vietnam Enterprise Corp.
All other Vietnamese exporters will have to pay a preliminary anti-subsidy rate of 2.97%.
The DOC is scheduled to issue its final ruling on January 11, 2010, and the U.S. International Trade Commission (ITC) will give its final verdict 45 days later.
The duties, thus, could become effective in early March next year.
Two U.S. companies, Hilex Poly Co., LLC and Superbag Corporation, brought the lawsuit against the Vietnamese companies producing plastic bags for sale in the U.S. on March 31. This is the first countervailing duty investigation involving Vietnam.
Last year, the U.S. imported about US$79 million worth of PE bags from Vietnam. (Liberated Saigon)
