The Ministry of Industry and Trade (MoIT) recently organized a conference to review the “National programme on energy efficiency, period 2006 – 2010.” During five years of implementation, the programme helped to save a total amount of energy equivalent to 56.9 billion kWh, saving 3.4 percent of national energy consumption in 2006 – 2010, reaching the target set for the programme.
Saving VND65 trillion
At the conference, Deputy Minister of Industry and Trade Hoang Quoc Vuong said the country spent VND170 billion for the programme to save 3.4 percent of total energy consumption, equal to VND65,000 billion.
In terms of power saving, the group providing power saving resolutions together with EVN saved approximately 4.1 billion kWh, equivalent to 1.4 percent of total volume of electricity sold, focusing on major power consumers which include administrative bodies, public lighting, manufacturing, business, service sectors and daily usage of residents.
This result is attributed to the MoIT’s endeavours, in combination with other industries, to survey, exploit, produce, transmit and distribute energy sources in an appropriate and economical manner.
During implementation of stage I of the National Programme on Energy Efficiency, 2006 – 2010, the Government implemented many measures to overcome power shortage, such as stimulating economic sectors to participate in creating power sources and applying price indices of coal, oil, electricity and gas appropriately.
Deputy Minister Hoang Quoc Vuong said the energy efficiency programme has helped improve public awareness of energy saving solutions using both technology and better management. In addition, the programme has met its target on total investment for developing energy systems and environmental protection.
A number of state groups and corporations also reaped quite impressive results. Southern Steel General Corporation and Ha Tien Cement Factory No. 2 are examples.
Endeavours to save up to 8 percent of energy
Deputy Minister Vuong emphasized that endeavours will be made to save up to 5-8 percent of national power consumption.
According to MoIT’s survey on over 400 energy users, over 20 percent of energy can be saved in the industry sector, and in civil construction and transportation, up to 30 percent.
Mr Vuong says that in stage II, the programme will have activities implemented comprehensively, barriers removed, breakthroughs made in accelerating efficiency of final energy consumption stages, focusing on industrial production, civil infrastructure and transportation.
So far, the legal framework for energy efficiency has basically been established. The law on energy efficiency has been passed by the 7th session of National Assembly XII and is effective from 1 January 2011.
Government Decrees and Circulars of Ministries which provide guidance on implementation have been or are being issued.
