Investment Attraction- Breakthrough for Robust Development

With a low starting point, Tien Hai district in Thai Binh province has managed to develop industries and sub-industries and become a more and more attractive investment destination thanks to taking advantages of land and human resources. The district has also recovered and developed traditional craft villages and expanded the trade – service system, setting up a firm foundation to build a new countryside model towards modernization and industrialization. Reporter Da Nguyet interviewed Tien Hai District’s Party Secretary Pham Van Xuyen about the matter.
Could you tell us about the industrial development in Tien Hai over the past years?
In recent years, Tien Hai has gained positive achievements in most fields. In 2010, the district overcame difficulties and challenges, particularly disadvantages of weather and epidemics which seriously affected production and local people’s lives. In this situation, many effective measures were offered and deployed comprehensively, to not only complete but also exceed the year’s planned targets. Achievements gained in the fields of economy, culture-society, security and defence already proved the solidarity and determination of the district’s party, authorities and people. The district focused on exploiting available potential, boosting internal resources, taking advantage of external investments as well as state capital to develop the local economy, build infrastructure and created big changes in the countryside. Thanks to solutions and strategies on the right track, Tien Hai district overcame obstacles to gain enviable results. 
 
Regarding the industry, the total production value reached VND1.3 trillion last year, rising 21.5 per cent against 2009. Of the sum, the state-owned sector contributed VND27 billion, up 1.1 per cent, while the non-state sector made VND1.27 trillion, up 22 per cent. Up to now, the district has 77 enterprises. Of the total, the oil and gas field has 35 operating enterprises and eight under construction. The two industrial complexes in the district now have 24 firms operating. Many enterprises have expanded their production scale and have gained high growth such as MIKADO brick plant, Vigracera, Hao Canh Porcelain Company and Viet-Tiep Crystal Company.     
At present, the district maintains the operation of 27 craft villages, mainly focusing on bamboo and rattan; crochet, mechanics and processing sewing of jacket, peg-top pants and undershirts; clothes embroidered with lace. These craft villages have created thousands of jobs. 
 
What is the strategy for industrial infrastructure development?
In the coming time, Tien Hai will continue to develop both concentrated industry and the sub industries and craft villages, striving to successfully implement the targets outlined by the district’s 26th Party Congress for 2010-2015. 
 
Accordingly, the district will boost the development of new industries, create more jobs for locals, check and complete the planning of sub industries and craft villages in parallel with building concentrated areas of craft villages and those in coastal communes, renovating technologies and mechanizing in order to raise product quality as well as production capacity and expand markets. In years to come, most communes in the district will deploy at least one craft.
 
The district has also instructed enterprises operating in the gas field to prepare well for the moment when the East Sea gas pipeline project completes. Enterprises are encouraged to invest in depth and improve techniques in order to raise the quality, capacity and effectiveness for sustainable and stable development. Local firms should focus on products with high competitiveness like civil porcelain, ceramic, high-grade crystal and mineral water. The district will support enterprises in building and advertising their trademarks, promoting trade, introducing products to markets at home and abroad. Tien Hai has also planned to invest in infrastructure in the industrial complexes in communes of Tay An, Nam Thinh, Nam Ha, Tra Ly, Tay Ninh, Tay Son and Dong Hai.  
The district has been boosting investments into infrastructure for socio-economic development as well as paying attention to the management of investment sources and urban planning; transportation system to serve the process of industrialization, urbanization and to connect residential areas with industrial complexes. Transportation projects to serve industry development have been promoted, for example Road No. 4, road 221B from Tay Phong to Nam Ha, road 8B to An Ninh-Van Truong, Bridge Co Rong, road project along Con Vanh, road 8A crossing Dong Co, road for settlement area in Dong Long commune, road 221A from the town to Con Vanh, road no. 7 linking Nam Chinh and Nam Cuong, the two projects of coastal industrial parks in Dong Hoang-Dong Long and Nam Hai-Nam Hong, and the upgrading project of road to Dong Chau.
 
Like many localities across the country, planning work in Tien Hai has faced many challenges. What solutions does the district authority apply?
Piecemeal planning is the real situation in many localities. Weak planning will make it difficult for localities to attract investment. Thus, the district has focused strictly on the aspect, mainly in land use and construction planning. Outlining a timely and logical plan will create land funds for projects, helping investors access and deploy their projects easier as well as bring in sources for the state budget.  
The district has also paid attention to investment attraction from enterprises and the people. To maximize this source, the district has actively reformed administrative procedures, created transparency in the investment field and offered many measures to encourage people as well as private firms to pour capital into construction and business. The district authority has proposed the provincial government build priority policies to encourage investment in new urban areas, industrial complexes and tourism sites in Tien Hai.
 
The district has cooperated with neighbouring localities to build the infrastructure network, especially roads, urban areas, wholesale markets, trade centres and countryside markets.
 
Have you offered any incentives to lure more investment in the coming time?
With the target of further boosting economic growth, attracting more investments is vital for success. To do this, the district has been focusing on three issues, comprising firstly of planning work, construction of suitable land price framework and reform of administrative procedures. In addition, the district would upgrade infrastructure quality, improve the investment environment to attract domestic and foreign investors, give priority policies and raise state management effectiveness in industrial complex operation. 
 
Besides, the district will also support enterprises in site clearance and legal procedures relating to project implementation. The district will select investment projects, focusing on education and vocational training, in a bid to raise the quality of human sources; those bringing more jobs for locals; projects on agriculture and high-tech, mechanics, electronics and construction materials; and environment-friendly projects. In parallel, the district continues to recover and develop craft villages in order to diversify industrial products.
