Prime Minister Nguyen Tan Dung recently approved the overall plan of social – economic development for Kontum to 2020. The investment to develop Kontum from 2011 to 2020 (as planned) is estimated at over VND 100,000 billion.
Targeting economic growth of nearly 15 percent
Accordingly, in the 2011 – 2020 period, Kontum targets annual average economic growth of 14.7 percent; GDP per capita of VND 27.9 million by 2015 (double from 2010) and of VND 53.3 million by 2020 (1.9 times that in 2015). Annual average economic growth in 2011 – 2020 is 14.7 percent, in which it is 15.0 percent in 2011 – 2015 and 14.5 percent in the rest. The proportion of industry – service – agriculture in the economic structure in 2015 is 31.5 – 35.5 – 33.0 percent and in 2020 is 38.5 – 36.4 – 25.1 percent; export turnover in 2015 is US$ 125 – 130 million and in 2020 is US$ 300 – 320 million; revenue ratio accounts for 13.5 – 14 percent of GDP in 2015 and about 14 – 15.0 percent in 2020.
From 2010 – 2020, Kontum will consider investing into 47 projects, in which five are funded by the national budget, 28 locally managed and 14 of manufacturing business calling for investment.
To reach the above targets, Kontum will comprehensively develop agriculture in the direction of good production going hand in hand with the manufacturing industry, studying to shift the areas of some agricultural plants with high economic value such as coffee, rubber, sugar cane and fruit plants; as well as engaging local strengths to strongly develop the forestry economy. Fisher growing will be developed with the model of houseboats on large surface lakes of irrigation works and hydropower lakes Yaly, Plei Krong, Se San 3A, Upper Kontum, and small lakes and streams at the household level.
Industry will gradually form and develop advantages such as agricultural – forestry product manufacturing, building materials, minerals, hydropower, and joint ventures will grow and exploit especially rare valuable drugs, aiming to develop by 2015 some brands of Ngoc Linh ginseng, Codonopsis pilosula, Dak Ha coffee, and Mang Den vegetable and flower.
Commerce will also be pushed up, reinforcing retail markets, supermarkets and business centres in Kontum City, districts of Dak To, Ngoc Hoi; markets developed on the border; and commercial networks well managed in rural and mountainous areas.
In tourism, diversify tourism products and develop tourism business as well as protect the environment; form and exploit eco-tourism Mang Den, special-use forest Dak Uy, lower section of Yaly hydopower lake, international border economic park Bo Y, Ho Chi Minh road and national nature conservation areas and gardens. Besides, also strongly develop services of transport, finance, banks, insurance, transfer technological advances, equipments serving production and residents’ life.
Gradually improving people’s life
One of Kontum’s development directions is to comprehensively strengthen education from kindergarten to high school level. Increase vocational forms, and create more jobs for labourers. Target annual trained labourers of 3,500 - 4,000, increase percentage of trained labourers by 2015 to 45 percent, in which vocational training accounts for 33 percent; by 2020 to 55 – 60 percent, in which vocational training accounts for over 40 percent.
Kontum will also modernize step by step, complete health care systems, aiming at equality, efficiency and meeting increasing demand for protection and health care. By 2015, 100 percent of communes will meet national standards of commune health care; aiming at having one hospital in each district or inter-district area that meets the standards by 2020; gradually better nursing and rehabilitation hospital, build hospitals of traditional medicine, tuberculosis and lung diseases and improve conditions of Medicine Secondary School suitable for resources in each period; socialize people’s health care; foster investment into clinics, hospitals of high quality to meet and increase medical capability.
Continue to efficiently run programme of hunger alleviation and poverty reduction; improve the situation of households in poverty to narrow disparity between rural and urban areas, between ethnic groups; settle down residents, re-settle residents from areas with high risk of landslides due to flash flood; free migration areas together with new rural plan; handle well production lands, residential lands for people of ethnic minorities according to policies and each groups traditions and customs; carry out social security policies, policies for families of contributions, assist well charity fund raising, support construction of houses for disadvantaged subjects of priority.
