Nhon Trach 3 Industrial Park: Growth Driver of Vietnam Supporting Industry

What is the most impressive about the successes of Nhon Trach 3 Industrial Park?
Currently, Tin Nghia Corp manages and expoits the business of 7 industrial parks with a total area of 3,500 ha, attracting over 150 investors with the total fund value of US$ 4 billion. Almost all of the projects have been implemented and operating effectively.
 
Nhon Trach 3 Industrial Park has a total area of 697 ha and was developed in two phases. Phase 1 (336 ha) focusing on infrastructure investment starting in 1997 is widely known for its emphasis which is Formosa from Taiwan with an invested amount of over US$1 billion. With the experiences learnt from the first phase, in 2002, Tin Nghia Corporation decided to expand Nhon Trach 3 Industrial Park via phase 2 and quickly attracted the attention of foreign investors due to favorable geography and high-quality infrastructure investment. Besides investors from Taiwan, South Korea,  Nhon Trach 3 has welcomed 10 investors from Japan in the 2 recent years. However, I think the biggest success we have achieved during the past years is illustrated by not only the figure above but also more importantly in the customer’s trust given to Tin Nghia and Nhon Trach 3. This is very significant to us as it reflects the business philosophy of "prestige and trust". This is also a great motivation for us to improve the other IPs.
 
Currently, Tin Nghia still is focusing on attracting foreign investors and customers will be enterprise operating in supporting industries, Japanese small and medium enterprises (SMEs). The company also strictly complies with the Government’s policy on the attraction of investment in the supporting industries, contributing to improving the competitiveness of the country and other countries in the region. To this end, we have amended the  planning, development and formation of the land reserved for SMEs with the area of 5.000 - 7.000m ². On the other hand, we gradually put into business operation a 18-ha factory which is available for rent. This project is attracting great interest from customers.
 
We have signed a cooperation deal with Forval group to develop one-stop service model so as to fully support the investors from the preparation phase, the investment phase to the production phase. This will help the investors concentrate on business production.
 
Implementing the province’s policy on attracting businesses operating in the supporting industry approved by the Prime Minister, Tin Nghia is currently focusing on the investment and development of two  supporting sub IPs in the Nhon Trach 6A IP and An Phuoc IP. Under this project, the investor will enjoy all the the preferential import tax, corporate income tax ... This is our mission to build the first professional supporting IP model in Vietnam.
 
With the goal of developing large-scale and comprehensive IPs, in addition to the key task to develop and attract investment in Nhon Trach 3, how does Tin Nghia focus on the balance between production and environmental protection, contributing to a secure and sustainable investment environment?
Infrastructure investment and trading is one of the long-term activities. The more the investors come to Nhon Trach 3, the greater the pressure on the environment is. However, I can confirm that green IP model is the goal Nhon Trach 3 in particular and Tin Nghia in general is aiming at. One of our priorities in the IP investment plan is building a waste water treatment plant. Quality of wastewater after treatment always meets environmental standard regulations. On the other hand, Nhon Trach 3 is also the pioneer of the province to install automatic monitoring system to control the wastewater after treatment and construct  transfer stations to temporarily store the solid waste and hazardous waste. Currently, we are implementing the project to double the capacity of wastewater treatment of Nhon Trach 3, scheduled for completion in the quarter II/2013.
 
Especially we give special attention to the training of all the staff and employees so that they can  be fully aware of the strict implementation of the Law on Environmental Protection, related decrees, circulars and related regulations; application of environmental management system under ISO 14001: 2004 for the provision of products and services of the Company while actively participating in the environmental protection campaigns and activities ...
 
 In the current context, do you have any recommendation to the competent authorities to better assist Tin Nghia’s operationin particular and other businesses in the area in general?
I think we have to made further efforts in which focus is laid on the consistency in the promulgation and implementation of policies related to foreign investment, infrastructure investment and trading and  investor attraction to IPs. In case there is any change, it is essential to have a specific and clear roadmap, avoiding the disturbance for investors. As for road works and ports, it is necessary to put into operation in time to create favorable conditions for investors. Furthermore, in terms of policies to attract FDI in the industrial parks, we kindly recommend the re-validity of incentives, especially for the manufacturing sector of supporting industry.
