With 51.97 percent of the population structure of people aged from 15 to 39, Lao Cai is a province with a young population structure with abundant labour resources. To build up a skilled workforce to meet the requirements of industrialisation, the province needs to develop a vocational training system that is capable of offering society a large qualified labour workforce to contribute to raising the proportion of trained workers from 30.8 percent to 42.9 percent in 2011 through 2015, and to 68 percent in 2020.
The province now has 45 schools and centres as well as vocational training institutions including: one vocational college, one vocational high-school, two professional vocational training schools; 14 vocational training centres, two service centres of vocational training and employment and 25 production facilities, 115 programmes, 83 sets of teaching materials for primary and vocational training under 3 months. Along with the development of a network of vocational training, the quality of facilities and equipment for vocational training is also improved by management staff and teachers. Many vocational training institutions have invested in equipment and advanced technology in accordance with the modern manufacturing requirements of the enterprises. The vocational training institutions closely meet the demands of the labour market and basic needs for vocational training with a total size of about 8,600 students per year, of which there are 3,300 students, student per year from vocational colleges and high schools, for purposes of social and economic development. In 2011-2015, the schools and centres, vocational training institutions in the province have 64,978 people enrolled and trained, including 1,879 trainees with college degrees, 8,021 trainees with intermediate degrees, 55,078 trainees at primary level and vocational training under 3 months.
However, the development and economic restructuring towards industrialisation and modernisation requires the employees with more skills to meet the requirements of businesses and investors in the province. Vocational training activities are posing a new fast growing requirement in both of scale and quality, along with cooperative linkages. To provide enough qualified labour, the province actively works with the project managers on training projects which focuses on some areas like mining, metals, chemicals, fertilizers, hydro, and tourism services. As for the agricultural sector and rural areas, the farmers will be trained under the Decision 1956 in order to create on- site jobs, creating specialised areas of goods production, agricultural processing, forestry and fisheries.
In the near future, to improve the effectiveness of vocational training, the province will focus on promoting information and policies of the Party and the Government for vocational training for rural workers in the locality. The vocational training for rural workers is oriented towards the local development and the needs of the employees. Besides, the training content will be focused on common occupations, tied to the needs of farmers and the quality of vocational training will be related to the direction of standardisation and modernisation in a comprehensive way, creating conditions for farmers to apply knowledge immediately in production. The province also continues to improve the quality of vocational training, enabling practitioners to visit the production models within the learning process. The enterprises are encouraged to expand production in rural areas, creating more jobs and stable incomes for employees, contributing to the process of building new rural areas.
