Enterprises Need to Regularly Contact Relevant Authorities to Solve Impediments 

 

The Vietnam Chamber of Commerce & Industry (VCCI) organised a meeting with its members in Hanoi on March 9, 2005 with the aim of helping enterprises express their concerns to governmental agencies as well as discussing VCCI activities.

 

Last year, VCCI cooperated with concerned organisations to provide support for enterprises. Vu Tien Loc, President of VCCI, said apart from supporting trade and investment promotion activities, VCCI last year began to act as a bridge for enterprises giving them access to the process of compiling policies and legal documents in which they can contribute ideas before they are submitted to the National Assembly.

 

On the behalf of enterprises, Ms Thien Huong, deputy general director of Techcombank, expressed warm thanks to VCCI who initiated a programme to train enterprises by requesting leading specialists to provide direct consultancy for enterprises. Thanks to such programmes, Techcombank had more chances to contact and cooperate with other enterprises.

 

A lot of enterprises raised their voices at the meeting regarding an acceleration of administrative reforms to facilitate transparency in the business environment. According to Loc, to do this, it is necessary to minimise legal obstacles made by responsible units and local authorities to investors and enterprises.

 

The Prime Minister has decided to set up a governmental mission panel to verify current administrative procedures and records at local level, especially in heavily invested localities. Loc said this was an opportunity for enterprises to discuss irrationalities in the administrative procedural settlement. VCCI will collect and submit these suggestions to the Prime Minister. Speaking on this issue, Mr. Nguyen The Quang, vice chairman of the Hanoi People’s Committee, suggested that enterprises have regular contact with the city’s authorities to overcome difficulties as well as disputes. He also wanted VCCI to regularly organise meetings, forums and conferences for enterprises and the Hanoi People’s Committee to discuss economic development and business environment improvement.

 

VCCI has cooperated with the compilation committees for Common Investment Law and Unity Enterprise Law to collect suggestions from specialists and enterprises before making a draft. Mr. Phan Huu Thang, Chief of the Foreign Investment Agency under the Ministry of Planning and Investment, said his ministry will join hands with concerned bodies to complete the two laws. Under the plan, the two laws will be submitted to the National Assembly for approval in October 2005. The two laws will improve the investment and business environment before Vietnam enters the WTO.

 

Call for More IT Enterprises

We have been a full VCCI member for 10 years and are among a few members engaged in scientific and technological fields. We are grateful for VCCI’s support of scientific and technological enterprises. Science and technology has great potential in Vietnam but there are very few VCCI members engaged in this field. Therefore, we want VCCI to launch strategies to call for more enterprises involved in scientific and technological enterprises to enter VCCI to enhance development.

To create more business and cooperation opportunities for enterprises as well as to heighten understanding of science and technology, we propose that VCCI broadcast scientific and technological news and business opportunities through all VCCI’s media.

 

Specialised Forum Needed

The tea sector has recently seen strong trade and industrial development. Apart from an increase in export, the tea sector has put some modern and advanced production lines into operation. Without VCCI’s support, the tea sector could not have reaped such remarkable successes. In the time to come, we plan to develop tea cultivation. To fulfil this goal, we need indispensable capital support from the Government, VCCI and the banks.

VCCI has held a lot of successful and fruitful exchange forums and meetings for associations and enterprises. However, as a representative of an association, I hope VCCI will organise meetings and forums for particular enterprises to develop inside cooperation.

 

Facilitating credit loans for non-state enterprises

Currently, small and medium-sized enterprises are still discriminated against among state-owned enterprises (SOEs). The state-owned enterprises have clear charters and regulations related to credit loans and enjoy preferential treatment from the Government while non-state enterprises have hardly any. We hope the Ministry of Finance will introduce policies to guarantee credit loans for non-state enterprises. We also want banks to concern themselves more with projects in the non-state sector. Currently, coordination between state-owned enterprises and non-state enterprises is taking shape and we want the government to issue sound policies to develop this combination model.
