Impact of Construction Sector on Urbanization Process

During 43 years of development (1976 - 2019), the Department of Construction of Tay Ninh Province has always upheld and affirmed its position and role as a State administrative agency advising the Provincial Party Committee and the Provincial People’s Committee on various fields of construction, thus positively and importantly contributing to local socioeconomic development achievements.

Important contribution to infrastructure development and investment attraction

The phase 2016 - 2019 has witnessed significant changes in development of the construction sector of Tay Ninh province. The first and foremost is a fundamental change in personnel quality to better fulfil assigned requirements and tasks; positive changes in administrative reform, public service and personnel reform; strong advice and deployment of specialized technical infrastructure planning, construction planning, rural planning and urban planning for important areas for local socioeconomic development, defense and security.

Besides, the rational decentralization and assignment of sector management has created a transformational change in construction quality management and construction cost management. The effective utilization and strict management of products, goods and construction materials in the market, used for construction works, has significantly helped develop local technical infrastructure systems, create a premise for urban development investment, and attract investment funds for synchronous development of other economic sectors.

Especially, in the last two years, Tay Ninh has become an enticing destination for many international and domestic investors like Gain Lucky, Lu Thai, Pouhung, Vingroup, Sungroup, Vietnam Rubber Group, FLC Group, TTC Group, Lavifoods and Vinamilk. The construction industry has contributed significantly to this success for a better business and investment environment. The sector has also built and strengthened relationships; contacted enterprises and strengthened investor confidence in the construction industry in particular and in administrative agencies of Tay Ninh province in general.

“Bright spot” in construction planning

Mr. Truong Van Ngon, Director of Tay Ninh Department of Construction, said, knowing that construction planning plays an important role in economic development, over the past time, Tay Ninh province has carried out urban planning, construction planning of specific areas and rural construction planning (collectively referred to as construction planning) and achieved very inspirational results.

In addition, the Department of Construction has actively advised the Provincial People’s Committee on solutions to carry out construction planning in a methodical, consistent and timely manner instead of running after case-specific settlement as before.  At the same time, the department advised the Provincial People’s Committee to issue Directive 07/CT-UBND dated August 18, 2017, on rectification and acceleration of construction planning in the province; portrayed the overview of the overall picture of construction planning through Plan 678/KH-UBND dated March 22, 2017, on adjustment and establishment of regional construction planning, urban planning and construction planning of specific areas in Tay Ninh province in 2017-2020, and issued nine regulations on architectural management and urban planning of nine districts and cities in 2017.

With the view toward sustainable development, in the coming time, the construction sector of Tay Ninh province will continue to carry out its tasks relating to infrastructure development investment programs, particularly transport infrastructure, and develop human resources, tourism, information technology, administrative reform and e-government construction. The department will concentrate its resources to elaborate, review and adjust construction planning, rural planning, technical infrastructure planning, and sector-specific planning to build all kinds of planning and integrate them into planning regulations to lay the groundwork for investment attraction, socioeconomic development, national defense and security.

Cong Luan
