Vinh Phuc Developing Synchronous Modern Transport Infrastructure

Located on the transitional buffer zone between the Red River Delta and the Northern Mountainous Region, Vinh Phuc province has three different ecological regions (delta, midland and mountain). It lies on Hanoi-Lao Cai Highway, Hanoi - Lao Cai Railway and is adjacent to Noi Bai International Airport. Thus, the province has favorable conditions for development and investment attraction.

In recent years, with the close guidance of the Provincial People’s Council and the Provincial People’s Committee, the local transport infrastructure has been developed relatively synchronously. Promoting local strengths, the transport sector has completed the sector development plan to 2020, with a vision to 2030; and built specifically phased-out target programs and schemes suitable to local socioeconomic development like the bus route development plan; the parking lot plan for short-distance buses, taxicabs and long-distance buses; the rural transport development project in 2009-2015 and in 2016-2020; and main infield traffic route hardening project in 2011-2020. The construction, restoration and upgrading of many important traffic works has helped foster local socioeconomic development, for example Ring Road 3, Provincial Road 310, Hop Chau - Dong Tinh Road, Hop Thinh - Dao Tu Road, roads to district and commune centers. Rural roads are also invested.

In addition, the provincial budget has boosted rural traffic and infield traffic construction movements to motivate uniform development in all districts, including poor mountainous ones, making Vinh Phuc one of best builders of rural traffic infrastructure in the country. Road maintenance management has been consolidated. According to the plan set for 2019, the transport sector was allocated VND638 billion to build 27 projects by the Provincial People’s Committee. As of August, it disbursed VND223 billion. To ensure sustainable development and create breakthrough stages for local socioeconomic development, the transport sector will continue to build and complete the synchronous modern transport plan in the medium-term public investment plan for the 2016-2020 period. The sector will expeditiously kick off projects assigned in 2019, like building a railway flyover on Hop Thinh - Dao Tu Road, restoring and repairing Provincial Road 302C (the section from Km 40 to Km 10), restoring and upgrading Provincial Road 307 (the section from Lap Thach Town to Tuyen Quang (the section from Km 16.5 to Km 26.14.)

At the same time, it will focus on carrying out breakthrough projects important for socioeconomic development, draw investment capital into industrial parks and tourist resorts, complete urban infrastructure to fulfil the goal of becoming Vinh Phuc City. Key projects for this purpose consist of Ring Road 3, a traffic route from Tay Thien Scenic Landscape to Ben Tam Tourist Site, a road from Provincial Road 302 to Thong Temple in Tay Thien scenic Landscape.
