In order to attract workers to meet development needs of companies in industrial parks, in recent years, Vinh Phuc province has paid due attention to social infrastructure development there.
Coupled with industrial park development and investment project expansion, the labor demand in industrial parks is constantly increasing. The labor force in industrial parks is currently primarily aged 18 - 35. Therefore, social infrastructure including housing, schools and hospitals are necessary.
The social infrastructure construction planning in industrial parks has been supplemented and adjusted in time. Specifically, the Vinh Phuc Provincial People's Committee approved the project and issued Plan 287 on building cultural life of workers in industrial parks in the province in 2017-2020, focusing on building cultural institutions for workers in industrial parks, helping workers enjoy spiritual cultural life commensurate with their contributions to the province’s socio-economic development achievements.
Up to now, Vinh Phuc has built a number of housing and cultural and sport institutions for workers, including a 4.8-ha affordable housing complex with seven apartment buildings, kindergartens, cultural houses for workers and low-income people in Khai Quang Industrial Park in Khai Quang Ward invested by Bao Quan Investment and Construction Joint Stock Company; a 3.8-ha affordable housing area in Vinaconex Xuan Mai with eight apartment buildings, 59 adjacent houses and public works. In addition, two projects are invested by the State budget: An VND9.6-billion cultural house for workers in Khai Quang Industrial Park and a nearly VND19 billion preschool project for workers and low-income people in Khai Quang Ward.
In Binh Xuyen district where there are six licensed industrial parks, a number of projects are being constructed, including a 4-ha trade union construction project invested by the Vietnam General Confederation of Labor, costing VND310 billion that provides about 900 apartments for workers and institutional system of sports facilities and squares; a 25-ha worker housing project in Binh Xuyen Industrial Park invested by a Taiwanese investor, costing nearly VND2.9 trillion; and an over VND1 trillion Phoenix Town public and worker housing area in Ba Hien commune invested by Fuchuan Co., Ltd.
These projects have positively helped meet investor needs in industrial parks, thus boosting their confidence, improving labor productivity, ensuring environmental sanitation and security to promote effective investment attraction.
In the coming time, the Vinh Phuc Industrial Parks Authority will advise Vinh Phuc province to invest in worker housing areas and cultural institutions in industrial parks and worker bus parking sites in industrial parks. At the same time, the Vinh Phuc Industrial Parks Authority proposed the province to direct investment in construction and linking industrial park development with urban area, worker housing and social housing development.
