In 2019, Tay Ninh Department of Taxation was assigned to collect VND7,350 billion of tax in 2019 by the Provincial People’s Council and the Provincial People’s Committee. In the first 10 months of the year, most revenue targets were higher than a year-ago period because the local tax authorities endeavored to closely follow directions and administration of the Government, the Ministry of Finance, the General Department of Taxation and the Provincial People's Committee.
Mr. Nguyen Van Sum, Deputy Director of Tay Ninh Department of Taxation, said that Tay Ninh province is fulfilling the budget revenue target amid better economic performance in 2019 although there are still many difficulties and challenges that threaten its task. Fortunately, under the leadership and administration of the Ministry of Finance, the General Department of Taxation, the Provincial Party Committee, the Provincial People’s Council and the Provincial People’s Committee; the coordination of local departments and agencies; the effort of taxpayers and the determination of all the staff, the department has achieved positive fiscal revenue outcome and completed assigned political duties. As of October 31, 2019, the total domestic revenue was VND6,791.344 billion, equal to 92.4% of the full-year target and 18.33% higher than the same period in 2018.
The Tay Ninh Department of Taxation informed all the staff to adhere to Resolution 02/NQ-CP dated January 1, 2019, of the Government on continued implementation of key tasks and solutions for better business environment and higher national competitiveness in 2019, with a vision to 2021, Action Plan of the Ministry of Finance and the General Department of Taxation on implementation of Resolution 02/NQ-CP. To support taxpayers, the department has reformed, simplified and publicized all tax administrative procedures at its single-window division and its subordinate offices; sped up communications on business support in many forms; and enhanced information technology application to meet requirements for adoption of tax processes and policies to support taxpayers to declare tax via the internet.
He said, even though the tax revenue was quite good in 10 months of 2019, tax arrears were still higher than the rate assigned by the General Department of Taxation. Faced with this reality, the department has adopted several solutions to reduce tax debt to lower than the given rate by the end of 2019. Its solutions included recovering overdue tax, reducing tax arrears, assigning tax collection targets to its tax offices in the remaining months of the year, taking lawful coercive measures to recover outstanding tax debts, paying fieldtrips to tax-indebted companies to urge and remind them of tax obligations to be fulfilled.
To complete its budget task soon from now until the end of the year, the Tay Ninh Department of Taxation has stepped up the application of 10 groups of solutions set out in the Review Conference on the first six-month performance of 2019. The department has focused on direction and administration of the Ministry of Finance, the Provincial People’s Committee and the General Department of Taxation to actively deploy the Action Plan on implementation of the Socioeconomic Development Plan and State Budget Collection in 2019. Currently, it has seriously carried out Directive 01/CT-TCT dated September 19, 2019 of the General Department of Taxation on strengthening discipline and exemplary responsibility of officials holding executive positions and Party membership at all-level tax authorities; Resolution 18-NQ/TW dated October 25, 2017 of the 12th Party Central Executive Committee; Decision 520/QD-BTC dated April 13, 2018 of the Minister of Finance, Directive 01/CT-BTC dated May 9, 2018 and the Action Plan of the General Department of Taxation on implementation of the Minister of Finance’s Plan for arrangement and amalgamation of seven tax departments into three regional tax departments after it was merged into Hoa Thanh - Duong Minh Chau Taxation Department in September 2019.
At the same time, the tax sector has strengthened information dissemination, tax policy communication, tax administrative procedures at all stages, divisions and sectors by reforming methods, developing and diversifying forms and styles of communication. It has drastically and consistently implemented solutions to collection management as stated in Decision 1753/QD-CT dated April 11, 2019, of the General Department of Taxation. At the same time, it has reinforced cooperation with relevant local agencies to better deliver on its tax collection tasks.
Fully trusting the guidance of the Ministry of Finance, the General Department of Taxation, the Provincial People’s Committee, the close coordination of relevant bodies and with the resolve of all employees, the Tay Ninh Department of Taxation will successfully complete its tax collection targets in 2019 and give a helping hand to realize the Resolution of the 10th Provincial Party Congress.
